Job Overview:
The Rule of Law Officer will play a crucial role in guiding the direction and focus of the Rule of Law Unit within the OSCE Programme Office in Dushanbe. This position involves developing, implementing, and evaluating programs that address various aspects of the rule of law, including the rights of individuals deprived of liberty and the reform of criminal justice mechanisms. The officer will work closely with other departments, particularly the Politico-Military Department and the Human Rights Officer, to ensure that rule of law and human rights considerations are integrated into police reform processes. The officer will also be responsible for preparing contributions to the annual departmental budget and other reporting requirements, ensuring that the programs remain relevant and provide practical assistance to the host country.

Duties and Responsibilities:
The Rule of Law Officer will be tasked with several key responsibilities, including:
  • Providing strategic guidance on the direction and focus of the Rule of Law Unit's work, including the development of programmatic activities and policy recommendations.
  • Developing, implementing, and evaluating programs related to the rule of law, ensuring they address critical issues such as access to fair trials and the rights of persons deprived of liberty.
  • Collaborating with the Politico-Military Department and the Human Rights Officer to streamline rule of law and human rights issues into police reform processes.
  • Preparing the Unit's contributions to the annual budget, project implementation plans, and regular reporting, including drafting press releases and correspondence.
  • Supervising one mission member, providing guidance and constructive criticism to enhance their skills in critical thinking, report writing, and project management.
  • Establishing and maintaining contacts with national and local authorities, international organizations, and NGOs to facilitate collaboration and coordination.
  • Managing the day-to-day operations of the Rule of Law Unit and performing other related duties as required.

Required Qualifications:
Candidates must possess a first-level university degree in law or significant work experience in criminal justice or law enforcement. They should have experience in the practice of law, such as judges, prosecutors, or lawyers, and demonstrate knowledge of courtroom proceedings and criminal law. Additionally, candidates must have strong organizational, analytical, communication, and interpersonal skills. The position requires a minimum of six years of relevant professional experience, particularly in international missions or similar environments.

Educational Background:
A first-level university degree in a relevant field is mandatory for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of legal principles and practices relevant to the role.

Experience:
Candidates should have a minimum of six years of relevant professional experience, particularly in areas related to criminal justice, law enforcement, or international missions. Languages:
