Job Overview: The Information Management Officer position is situated within the Administrative Management Branch of the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS) in Geneva. The incumbent will be responsible for managing the staff of the unit and ensuring the timely and effective provision of knowledge management and information technology services to the Secretariat and the Parties. This role involves planning and directing major systems projects that are critical to the institution, providing expert advice on complex systems analysis and design, and developing plans for feasibility assessments and project implementation. The officer will also track project progress, provide professional leadership to project teams, and ensure effective communication between the BRS Secretariat and its clients. The position requires a proactive approach to managing information standards and guidelines, as well as the ability to analyze data to support decision-making processes.
Duties and Responsibilities: The duties and responsibilities of the Information Management Officer include managing the staff of the unit, planning and directing major systems projects, providing expert advice on systems analysis and design, developing feasibility assessments, and overseeing the technical evaluation of proposals. The officer will track and monitor project progress, provide leadership to project teams, develop information standards, and prepare technical documentation. Additionally, the officer will facilitate communications between the BRS Secretariat and its clients, participate in budget planning, and collect and analyze data to identify trends. The role also involves preparing training materials and technical presentations, as well as ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security mechanisms and guidelines.

A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Additionally, certifications in IT Service Management (e.g., ITIL Foundation) or Project Management (e.g., PRINCE2) are considered advantageous.
Experience: A minimum of seven years of progressively responsible experience in the planning, design, development, implementation, and maintenance of computer information systems or a related field is required. Candidates should have at least three years of experience managing diverse teams and fostering partner relationships in a complex organizational environment. Experience in developing and managing projects related to knowledge management and information technology is essential, as well as experience with ICT security in the UN common system or similar organizations. Proficiency in designing and developing applications using ASP.NET, C#, JavaScript, and MS SQL Server is required, along with experience in data analytics or related areas being desirable.
Languages: Fluency in English is required for this position, as English and French are the two working languages of the United Nations Secretariat. Knowledge of another UN official language is considered desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.
