Job Overview: The Finance Officer position is crucial for ensuring the financial integrity and operational efficiency of UNOPS in Ukraine. Under the guidance of the Finance Manager, the Finance Officer will be responsible for a range of specialized finance, accounting, and budget-related activities. This role requires a client-oriented approach, emphasizing quality and results. The Finance Officer will collaborate closely with project and operations personnel within the UNOPS office, as well as with regional and headquarters units, to deliver high-quality financial services. The position demands a proactive approach to financial management, including budget preparation, monitoring, cash management, and financial reporting, all while ensuring compliance with UNOPS financial rules and regulations.
Duties and Responsibilities: The Finance Officer will undertake a variety of key functions, including:
Implementation of operational strategies: Ensuring compliance with internal Standard Operating Procedures in Finance, monitoring financial exception reports, and analyzing cost-saving strategies.
Budget preparation and control: Coordinating project budget preparation, monitoring expenditures, and advising on financial status.
Cash management: Reviewing cash positions, preparing cash flow forecasts, and ensuring compliance with local banking regulations.
Commitments and payments: Verifying payment requests, ensuring compliance with financial rules, and maintaining financial records.
Knowledge sharing: Conducting training for staff and documenting best practices in finance. The Finance Officer will also perform other duties as required, contributing to the overall financial management of the organization.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Finance, Business Administration, Public Administration, Economics, or a related field. A minimum of two years of relevant work experience in financial management or accounting is required. Proficiency in using ERP systems and advanced knowledge of spreadsheet software (MS Office or G Suite) is essential. Certification in IPSAS or ACCA is considered an asset. Candidates should demonstrate a strong understanding of financial regulations and practices, as well as the ability to analyze financial data effectively.
Educational Background: The educational requirement for this position is a Bachelor’s Degree in a relevant field such as Finance, Business Administration, Public Administration, or Economics. This foundational education is critical for understanding the complexities of financial management and accounting practices necessary for the role.
Experience: The position requires a minimum of two years of relevant working experience in financial management and/or accounting. Experience with ERP systems is highly desired, as is proficiency in MS Office and/or G Suite, particularly with advanced spreadsheet capabilities. Candidates should have a proven track record of managing financial processes and ensuring compliance with financial regulations.
Languages: Fluency in both written and oral English and Ukrainian is mandatory for this position. This bilingual requirement is essential for effective communication within the organization and with external partners, ensuring that financial documentation and reporting are accurately conveyed in both languages.
Additional Notes: This is a local position, and only candidates with Ukrainian nationality or a valid resident permit are eligible to apply.
