Job Overview:
The Program Coordinator plays a crucial role in implementing and developing the strategy of Solidarités International by proposing sector-based strategies for all activities. This position is responsible for ensuring the quality and relevance of technical approaches, coordinating the project cycle, and overseeing the operational monitoring of programs in the intervention country. The Program Coordinator also contributes to the capitalization process and the enhancement of Solidarités International's methods and techniques. Given the current context in Gaza, the role requires the ability to manage emergency responses effectively while navigating high-stress and insecure conditions. The Program Coordinator will be instrumental in ensuring that the organization's activities align with the general objectives and the needs of the affected population.

Duties and Responsibilities:
The main responsibilities of the Program Coordinator include:
  • Day-to-day management of the emergency response initiatives.
  • Providing strategic orientation for the programs.
  • Ensuring the relevance and quality of projects implemented.
  • Offering coordination, technical support, and operational monitoring for ongoing projects.
  • Contributing to the capitalization of experiences and improvement of methods.
  • Managing personnel involved in the projects.
  • Reporting on project progress and communicating with stakeholders.
  • Building and maintaining relationships with financial backers and seeking funding opportunities.

  • Representing the organization in various forums and discussions.

Required Qualifications:
Candidates must possess a Master’s Degree in humanitarian/development studies, social sciences, management, or a related discipline. Additionally, candidates should have a minimum of 5 years of experience in the humanitarian sector, with 0-2 years in a similar position. Specific skills required include a sound understanding of project cycle management, the ability to lead program development processes, coordination skills among internal departments, strong networking abilities with external entities, and good analytical skills. Candidates should also demonstrate a proactive and solution-oriented approach to work, experience in protracted crisis contexts, and proficiency in MS Office, particularly Excel. Familiarity with GIS is desirable.

Educational Background:
A Master’s Degree in humanitarian/development studies, social sciences, management, or a related field is required for this position. This educational background is essential to ensure that the Program Coordinator has the necessary theoretical knowledge and practical skills to effectively manage humanitarian programs and respond to the complex challenges faced in conflict zones.

Experience:
The position requires at least 5 years of experience in the humanitarian sector, with a specific focus on emergency response and project management. Candidates should have a proven track record of working in conflict zones, demonstrating the ability to manage teams under high-stress conditions. Experience in a similar role is preferred, with a focus on managing projects in challenging environments.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered an asset, as it will facilitate communication with local communities and stakeholders in Gaza.

Additional Notes:
This is a salaried position with a starting gross salary of EUR 2,860 per month, which includes a base salary of EUR 2,600 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. The organization covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The contract duration is for 6 months, with the possibility of extension based on performance and funding. During the assignment, a system of alternating work and time off is implemented at the rate of 7 working days every three months, with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Gaza are described as very harsh due to ongoing conflict and disruptions to basic services, which creates a challenging working environment.
