Job Overview:
The consultant will conduct a comprehensive regional analysis on the setbacks and pushbacks to gender equality in Eastern Europe and Central Asia. This role involves a desk-based literature review and analysis to identify key issues, drivers, and narratives affecting gender equality and human rights in these regions. The consultant will be responsible for drafting policy recommendations and advocacy messages aimed at addressing regressive trends in gender equality. The position requires a strong analytical background and the ability to synthesize complex information into actionable insights. The consultant will work remotely, providing technical support and communication with UNFPA EECARO, and is expected to deliver key outputs within specified deadlines, including a draft outline, a first draft of the analysis, and a final document with strategies for engagement.

Duties and Responsibilities:
  • Conduct a desk-based literature review and analysis of the impact of pushbacks to gender equality and human rights in Eastern Europe and Central Asia.
  • Identify main areas of contestation, their drivers, and narratives in policy discussions and changes in legal frameworks.
  • Analyze changes in social norms and individual behaviors that contest gender equality and women's rights.
  • Examine the effects of shrinking civil space on the gender equality agenda.
  • Draft key recommendations and advocacy messages to address identified regressive trends.
  • Prepare deliverables including a draft outline, first draft of the analysis, and final document based on desk-based analysis.
  • Ensure all deliverables are submitted electronically in English and are professionally edited and proofread.
  • Collaborate with the Regional Gender Advisor for monitoring and progress control.

Required Qualifications:
  • A Bachelor’s degree or equivalent in social sciences, gender studies, or a related field is required.
  • A Master’s degree in the relevant fields is desirable.
  • A minimum of 10 years of relevant professional experience in communications with government, UN, or NGOs on gender equality issues.
  • Demonstrable experience in gender equality advocacy and analysis.
  • Strong writing and analytical skills with the ability to engage with various stakeholders professionally.

Educational Background:
The position requires a Bachelor’s degree or equivalent in social sciences, gender studies, or a related field. A Master’s degree in these areas is considered an asset, indicating a higher level of expertise and understanding of complex gender issues.

Experience:
Candidates must have a minimum of 10 years of relevant professional experience, particularly in communications and advocacy related to gender equality. This experience should include working with government entities, UN agencies, or NGOs, demonstrating a strong background in gender issues and the ability to engage effectively with diverse stakeholders.

Languages:
The consultant must have an excellent command of written and spoken English. Knowledge of the Russian language is desirable, as it may facilitate communication and understanding of regional contexts.

Additional Notes:
The consultancy is expected to last from June 2025 to October 2025, with a total of up to 30 working days. The consultant will work remotely, and no travel is anticipated. Deliverables must be submitted electronically, and the consultant will be directly supervised by the Regional Gender Advisor.
