Job Overview:
The GENDER and DRR CONSULTANT position is designed to enhance the capacity of national partners in Tajikistan to integrate gender perspectives into disaster risk management policies. The consultant will work closely with the Committee on Emergency Situations and Civil Defense and other stakeholders to support the implementation of the Gender Action Plan in alignment with the Sendai Framework for Disaster Risk Reduction. The role involves providing expert support to the government in drafting action plans, conducting consultations with local communities, and developing training programs focused on gender aspects of disaster risk reduction and climate change adaptation. The consultant will play a crucial role in ensuring that gender considerations are embedded in disaster risk governance policies at both national and local levels, thereby contributing to the overall resilience of communities in Tajikistan.

Duties and Responsibilities:
The consultant will be responsible for integrating gender priorities into the Action Plan for 2026-2028 under the Medium-Term State Programme for the Protection of Population and Territories from Emergency Situations. This includes providing expert support to the government’s working group, developing proposals for gender integration, and actively participating in discussions regarding the draft action plan. The consultant will also conduct consultations with local community leaders, prepare necessary documents for these consultations, and develop a specialized training course on gender aspects of disaster risk reduction and climate change adaptation. The deliverables include a package of proposals on gender mainstreaming, a specialized training package, and a general report on the implementation of activities.

Required Qualifications:
Candidates must possess a university degree in social sciences, ecology, disaster risk management, gender studies, public policy/administration, economy, or development studies relevant to the terms of reference. Additionally, candidates should have at least 5 years of experience working with the Committee on Emergency Situations and Civil Defense or similar organizations in gender mainstreaming through disaster risk reduction and climate change programming. They should also have 3 years of experience in capacity building for state and non-state partners on gender and inclusion, as well as experience in drafting and adjusting learning materials for diverse audiences.

Educational Background:
A university diploma in relevant fields such as social sciences, ecology, disaster risk management, gender studies, public policy/administration, economy, or development studies is required. This educational background is essential for understanding the complexities of gender integration in disaster risk management and climate change adaptation.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in cooperation with government agencies focused on disaster risk management and gender issues. Candidates should have a proven track record of capacity building and training, as well as experience in developing educational materials tailored to different audiences, including grassroots communities.

Languages:
Fluency in written and spoken Russian is mandatory, while knowledge of Tajik is considered an asset. Proficiency in these languages is crucial for effective communication and engagement with local stakeholders and communities.

Additional Notes:
The position is a consultancy role with specific deliverables and timelines. UN Women will cover training arrangements, including logistics, travel costs, and accommodation for participants. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct.
