Job Overview: The Capacity Building Specialist for Training Activities will play a crucial role in enhancing the human and institutional capacities of Montenegro's judiciary as part of the project "Enhancing Capacities and Preparedness of Montenegro’s Judiciary for EU Integration," funded by the European Union. This position involves conducting stakeholder consultations and needs assessments within judiciary institutions to identify operational needs and challenges. The Specialist will develop a tailored capacity building program based on the findings of a comprehensive Training Needs Assessment (TNA), which will identify knowledge gaps and training requirements across beneficiary institutions. The role requires active support in implementing capacity-building activities, including interactive workshops, seminars, and conferences, aimed at empowering participants with the necessary skills and knowledge to enhance their administrative capabilities and align legislative practices with EU standards. The Specialist will also track capacity-building activities, document outcomes, and provide recommendations for continuous improvement, ensuring that all interventions align with project objectives.
Duties and Responsibilities:
Conduct stakeholder consultations and needs assessments within judiciary institutions to identify operational needs and challenges.
Design and conduct a comprehensive Training Needs Assessment (TNA) to identify knowledge gaps and training requirements across beneficiary institutions.
Develop a detailed Capacity Building Programme based on TNA findings, aimed at enhancing administrative capabilities and strengthening legislative alignment with EU standards.
Actively support the implementation of capacity-building activities recognized by the Project, including interactive workshops, seminars, and conferences.
Track capacity-building activities across beneficiary institutions, documenting outcomes, lessons learned, and providing recommendations for continuous improvement.
Identify needs for future interventions and ensure alignment with project objectives.
Engage with relevant stakeholders, including employees of the Ministry, judges, prosecutors, court personnel, legal professionals, and other key actors in the justice sector.
Required Qualifications:
An Advanced University Degree in Law, Public Administration, Economy, Management, Development Studies, or a relevant discipline is required.
A University Degree (Bachelor’s degree / first level) with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Minimum five years of experience in developing Human Resource Management (HRM) practices/tools/training programmes and/or implementing capacity building/training activities is required.
Experience in capacity-building activities related to the judiciary and/or public administration reform at the national and/or international level is required.
Previous engagement with or within the Montenegrin judiciary system will be considered an asset.
Educational Background: An Advanced University Degree is required, preferably in Law, Public Administration, Economy, Management, Development Studies, or another relevant discipline. A University Degree (Bachelor’s degree / first level) with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of five years of experience in developing Human Resource Management (HRM) practices/tools/training programmes and/or implementing capacity building/training activities is required. Experience in capacity-building activities related to the judiciary and/or public administration reform at the national and/or international level is also required. Previous engagement with or within the Montenegrin judiciary system will be considered an asset.
Languages: Fluency in English and Montenegrin (speaking, reading, and writing) is required. These language skills are essential for effective communication and engagement with stakeholders in the judiciary sector.
Additional Notes: The contract type is a Local Individual Contractor Agreement (LICA) at level LICA 10 (ICS 10), with a duration of up to 100 working days within one year.
