UNEP-CCC is actively engaged in implementing the UN Environment’s Climate Change Strategy and Energy Programme, which includes the Technology Needs Assessment (TNA) project, designed to identify and prioritize environmentally sound technologies for climate change mitigation and adaptation.

Job Overview:
The position of National Contractor for Technology Needs Assessment (TNA) involves supporting and facilitating the TNA process specifically related to climate change mitigation in the Energy Sector and Agriculture (security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security) Sector. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for providing technical services for assessing technology needs in the Federated States of Micronesia. The contractor's primary outputs will include a portfolio of technologies for the sectors, a comprehensive TNA report detailing prioritized technologies, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report that includes project ideas and policy briefs. The contractor will also organize stakeholder meetings and workshops, identify and prioritize technologies through participatory processes, and analyze implementation circumstances to improve the deployment of prioritized technologies. This role requires collaboration with various stakeholders and adherence to best practices and methodologies provided by UNEP-CCC.

Duties and Responsibilities:
The contractor will be responsible for a wide range of duties, including: organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation; identifying and prioritizing technologies for the Energy Sector and Agriculture (Food Security) Sector through a participatory process; leading the analysis of how prioritized technologies can be implemented in the country; preparing and finalizing the TNA, BA&EF, and TAP reports with stakeholder inputs; and providing additional inputs relevant to the TNA process as requested by the TNA Coordinator and UNEP-CCC. The contractor will also be required to use best practices and technical guidance available through UNEP-CCC and other approved sources. The contractor will conduct analyses of barriers to technology deployment and propose enabling frameworks to facilitate technology transfer and adoption.

Required Qualifications:
The ideal candidate should possess at least a postgraduate degree in environmental management or a related climate field. Expertise in climate mitigation, particularly in the Energy Sector and Agriculture (Food Security) Sector, is essential. The candidate should have a minimum of 5 years of work experience in these sectors or related fields, with practical experience in climate mitigation within Small Island Developing States (SIDS), ideally in the Federated States of Micronesia. Additionally, the candidate should have at least 7 years of relevant work experience with a Bachelor's degree, including research analysis and project management. Experience in a national climate agency or organization is desirable, along with applied knowledge of technologies related to climate change mitigation strategies and policies.

Educational Background:
Candidates must have a postgraduate degree in environmental management or a related field. A Bachelor's degree may be acceptable if accompanied by extensive relevant experience. The educational background should provide a solid foundation in climate science, environmental policy, and sustainable development practices, particularly as they relate to the Energy Sector and Agriculture (Food Security) Sector.

Experience:
Candidates should have a minimum of 5 years of relevant work experience in the Energy Sector and Agriculture (Food Security) Sector or related fields. This experience should include practical application of climate mitigation strategies and technologies, ideally within the context of the Federated States of Micronesia. Experience in project management, research analysis, and working with stakeholders in a national climate agency or organization is highly desirable.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be beneficial but is not required.

Additional Notes:
This position is a part-time assignment, and the contractor should ideally be based in the Federated States of Micronesia for the duration of the contract. The expected duration of the assignment is 20 months.
