Job Overview:
The position of National Contractor for Technology Needs Assessment (TNA) is focused on supporting and facilitating the TNA process specifically related to climate change adaptation in the Water Sector (Water security" style="border-bottom: 1px dotted #007bff !important;">Security) and the Health Sector. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for providing technical services for assessing technology needs for climate change adaptation activities in the Federated States of Micronesia. The contractor's outputs will include a portfolio of technologies for the sectors, a comprehensive TNA report, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report. The contractor will also be involved in organizing stakeholder meetings, identifying and prioritizing technologies, and preparing various reports and policy briefs. This role is critical in ensuring that the TNA process is participatory and inclusive, engaging relevant stakeholders to identify and analyze priority technology needs that align with national sustainable development goals.

Duties and Responsibilities:
The contractor will have a wide range of responsibilities, including but not limited to: organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation; identifying and prioritizing technologies for the Water Sector and Health Sector through participatory processes; leading the analysis of how prioritized technologies can be implemented in the country; preparing and finalizing the TNA, BA&EF, and TAP reports; and providing any additional inputs relevant to the TNA process as requested by the TNA Coordinator. The contractor will also be responsible for conducting a barrier and enabling frameworks analysis for the deployment and diffusion of prioritized technologies, preparing policy briefs, and co-organizing dissemination events. The contractor will need to utilize best practices and methodologies provided by UNEP Copenhagen Climate Centre and other approved sources throughout the process.

Required Qualifications:
The ideal candidate should possess at least a postgraduate degree in environmental management or other climate-related fields. Expertise in climate adaptation, particularly in the Water Sector, is essential. The contractor should have applied experience in climate adaptation within Small Island Developing States (SIDS), ideally in the Federated States of Micronesia. A minimum of 5 years of practical experience in relevant fields, including research analysis and project management, is required for candidates with a Master's degree, while candidates with a Bachelor's degree should have at least 7 years of relevant work experience. Experience working in a national climate agency or organization is desirable, as it would provide valuable insights into the local context and challenges.

Educational Background:
Candidates must have a postgraduate degree in environmental management or a related climate field. This educational background is crucial as it provides the necessary theoretical foundation and understanding of environmental issues, climate change adaptation strategies, and sustainable development practices. A Bachelor's degree may also be acceptable if accompanied by significant relevant work experience, demonstrating the candidate's capability to perform the required tasks effectively.

Experience:
The position requires a minimum of 5 years of practical experience in relevant fields for candidates with a Master's degree, and at least 7 years of relevant work experience for those with a Bachelor's degree. This experience should include research analysis and project management, particularly in areas related to climate adaptation and environmental management. Familiarity with the specific challenges faced by Small Island Developing States (SIDS) is highly advantageous, as it will enable the contractor to navigate the unique context of the Federated States of Micronesia effectively.

Languages:
Fluency in written and spoken English is mandatory for this position. This requirement ensures that the contractor can effectively communicate with stakeholders, prepare reports, and engage in discussions related to the TNA process. Proficiency in additional languages may be beneficial but is not specified as a requirement.

Additional Notes:
The position is expected to last for 21 months, and international travel may be required for capacity-building workshops, which will be covered by the hiring entity. However, project-related domestic travel is limited and will not be covered.
