Job Overview: The Associate Statistics Officer position is situated within the Data Division of the Economic Research and Development Impact Department at ADB. This role is crucial for supporting the full data cycle, which includes data collection, processing, management, and dissemination. The Data Division addresses major development issues such as climate change, poverty, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, globalization, and the digital economy. The successful candidate will provide specialized technical support in data and information technology, manage technical assistance activities, and contribute to the development and modernization of statistical databases. The role also involves supporting the IT needs of the data science team and ensuring that ADB's data security protocols are adhered to. The position requires collaboration with various stakeholders and contributes to thematic research and data analysis for reports and knowledge products.
Duties and Responsibilities: The Associate Statistics Officer will be responsible for leading or supporting IT-related projects within the Data Division, which includes conducting feasibility studies, system analysis, design, development, implementation, and maintenance of digital platforms and applications. The officer will coordinate with both internal and external stakeholders regarding IT project direction, service level agreements, contracts, procurement, and operational support. Additionally, the role involves managing digital records and archives to ensure data security and compliance, drafting technical specifications, user documentation, and training materials. The officer will also assist in processing projects and technical assistance, which includes drafting documents, coordinating reviews, securing approvals, and budgeting. Responsibilities extend to administering contracts, monitoring funds, supporting implementation of TA and project portfolios, and performing other tasks as assigned.
Required Qualifications: Candidates must possess a Master's degree in Economics, Statistics, Computer Science, or related fields. Alternatively, a Bachelor's degree in similar fields with relevant work experience may be considered. A minimum of 5 years of work experience in data and information technology systems is required. Candidates should have advanced computer skills, including proficiency in word-processing, spreadsheets, and graphics software. Familiarity with database management systems, cloud computing platforms (such as AWS, Azure, GCP), and version control systems (like GitHub) is advantageous. Excellent written and verbal proficiency in English is mandatory, along with strong data and statistical skills.
