Job Overview:
The (Associate) Integrity Officer position is situated within the Investigations Division of the Office of Anticorruption and Integrity at ADB. The primary responsibility of this role is to conduct thorough investigations into allegations of integrity violations, including fraud and corruption, that are associated with ADB operations. This position also involves assessing allegations of staff misconduct, such as workplace harassment and breaches of ADB's Code of Conduct. The officer will engage with complainants, collect and analyze information, conduct interviews, and draft various investigative documents. The role requires a proactive approach to identifying trends and improvement opportunities within ADB's integrity framework, as well as contributing to policy development and knowledge management initiatives related to integrity and anti-corruption efforts. The officer will work collaboratively with various stakeholders within ADB and may also be involved in training and awareness-raising activities related to integrity issues.

Duties and Responsibilities:
The duties and responsibilities of the (Associate) Integrity Officer include: conducting investigations into integrity violations by assessing reports, engaging with complainants, collecting and reviewing information, interviewing witnesses, and drafting investigative documents; recommending remedial actions to ADB's independent committees; participating in the preparation and presentation of complex cases to the Integrity Enforcement Committee; conducting reviews of reinstatement applications; supporting policy-related matters by developing procedures and guidelines; contributing to knowledge management by creating integrity-related guidelines and training materials; being a focal person for specific clients and subject areas; and performing other responsibilities as assigned in the work plan. The officer will also analyze data from OAI's case management system to identify trends and improvement opportunities, and assist the Internal Investigation Team with staff misconduct investigations.

Required Qualifications:
Candidates for the (Associate) Integrity Officer position must possess a Bachelor's degree in a relevant field such as law, corporate governance, human resources, criminal justice, law enforcement, or behavioral psychology. Additional advanced training or professional qualifications, such as a Juris Doctor, Certified Public Accountant (CPA), or Certified Fraud Examiner (CFE), are advantageous. Applicants should have at least 5 years of relevant experience in investigations involving fraud, corruption, and white-collar violations, as well as financial and procurement oversight. Familiarity with multilateral development organizations' requirements and operations related to anti-corruption is preferred. Candidates must demonstrate excellent spoken and written communication skills in English, and fluency in another language spoken in ADB's developing member countries is a plus. The ability to work collaboratively in a multicultural environment and maintain high ethical standards is essential.

Educational Background:
The educational background required for the (Associate) Integrity Officer position includes a Bachelor's degree in a relevant field such as law, corporate governance, human resources, criminal justice, law enforcement, or behavioral psychology. Candidates with advanced degrees or professional qualifications, such as a Juris Doctor, CPA, or CFE, will be viewed favorably. Additional coursework in investigations, anti-fraud, or anti-corruption is also beneficial.

Experience:
The position requires at least 5 years of relevant combined experience in investigations involving fraud, corruption, and other white-collar violations. Experience in financial and procurement oversight is essential, and familiarity with the operations and policies of multilateral development organizations related to anti-corruption is advantageous. Candidates should have a working knowledge of conducting administrative investigations and demonstrate the ability to handle complex and sensitive cases with unbiased judgment and prudence.

Languages:
Fluency in English is mandatory for this position, as excellent spoken and written communication skills are essential. Additionally, proficiency in another language spoken in one or more of ADB's developing member countries is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on ADB's needs and the candidate's performance. The position is classified at TL 4/5 level, and multiple positions at various grades may be filled from this opening. The actual title and grade will depend on the qualifications and experience of the selected candidates.
