Job Overview: The position of Economic Valuation Consultant is focused on conducting a comprehensive study to establish a baseline and develop a methodology for estimating the global economic costs of inaction regarding health and environmental impacts due to poor management of chemicals. The consultant will be responsible for performing a literature review, gathering stakeholder feedback, and proposing a methodology to assess the financial implications of inaction as mandated by ICCM5 Resolution V/
The role requires a deep understanding of economic valuation in the context of health and environmental impacts, as well as the ability to analyze and synthesize complex data to inform policy decisions.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Conduct a literature review to validate data and identify key areas of focus related to the economic costs of inaction on health and environmental impacts.
Develop a proposed methodology and scoping for estimating costs associated with the lack of sound management of chemicals.
Assess the state of knowledge and examine recent developments in peer-reviewed literature on the topic.
Determine the feasibility of generating cost estimates based on impact data, starting with chemicals of concern as outlined in the Global Framework on Chemicals.
Utilize a benefit transfer function to provide unbiased estimates of the benefits of taking action in various regions or countries.
Employ a robust production function approach where data gaps exist to estimate value creation and avoided costs of good chemical management across different sectors.
Build scenarios for regional groups of countries for 2030 and 2040 using a CGE/IO model to compare baseline scenarios with improved chemical management scenarios.
Analyze the incidence of costs and benefits and their distribution across countries, social groups, and environments.
Required Qualifications: The position requires the following qualifications:
An advanced university degree (Master’s degree or equivalent) in economics, public policy, environmental economics, or a related field.
A minimum of two additional years of qualifying work experience may be accepted in lieu of the university degree.
Expertise in economic valuation of health and environmental impacts is essential.
Experience in policy-oriented analysis and drafting reports is required.
Strong research, data collection, and analysis skills are necessary.
Knowledge of chemicals risk management and environmental policies is required.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in a relevant field such as economics, public policy, or environmental economics. In cases where candidates do not hold a degree, two additional years of qualifying work experience may be accepted as a substitute for the educational requirement.
Experience: The position requires significant experience in the field, specifically in economic valuation related to health and environmental impacts. Candidates should have a proven track record in policy-oriented analysis, report drafting, and the ability to conduct thorough research and data analysis. Experience in chemicals risk management and environmental policies is also essential.
