Job Overview:
The National Economic Consultant will play a crucial role in developing the regulatory framework for service delivery by the Public Institution National Administration 'Apele Moldovei'. This position is part of the Dniester II Project, which aims to support Moldovan authorities in the sustainable management of the Dniester River. The consultant will be responsible for analyzing existing regulations, identifying gaps, and proposing new regulatory measures that align with international best practices. The consultant is expected to engage with various stakeholders, including government officials, local communities, and other relevant parties, to ensure that the regulatory framework is comprehensive and effective. The consultant will also be tasked with drafting reports and presenting findings to UNDP and other stakeholders, ensuring that all work is completed in a timely manner and meets the required standards.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current regulatory framework governing the services provided by the National Administration 'Apele Moldovei'.
  • Identify gaps and areas for improvement in the existing regulations.
  • Engage with stakeholders, including government agencies, local communities, and civil society organizations, to gather input and feedback on proposed regulatory changes.
  • Develop a comprehensive regulatory framework that addresses the identified gaps and aligns with international standards.
  • Draft detailed reports outlining the findings of the analysis and the proposed regulatory framework.
  • Present findings and recommendations to UNDP and relevant stakeholders.
  • Ensure that all deliverables are completed on time and meet the quality standards set by UNDP.
  • Provide ongoing support and advice to UNDP and the National Administration 'Apele Moldovei' throughout the implementation of the new regulatory framework.

Required Qualifications:
  • Proven expertise in economic analysis, regulatory frameworks, and public administration.
  • Strong understanding of environmental management and water resource governance.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders and facilitate discussions.
  • Strong written and verbal communication skills in English.
  • Familiarity with the Moldovan legal and regulatory context is an advantage.

Educational Background:
A Master's degree in Economics, Public Administration, Environmental Management, or a related field is required. A PhD in a relevant discipline would be an asset.

Experience:
A minimum of 5 years of professional experience in economic consulting, regulatory analysis, or public policy development is required. Experience working with international organizations, particularly in the context of environmental governance, is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Romanian and/or Russian is considered an asset and would be beneficial for stakeholder engagement.

Additional Notes:
This position is offered as an individual contractor role. The contract duration will be determined based on the project timeline and deliverables. The consultant is expected to work full-time during the assignment period. Compensation will be commensurate with experience and qualifications.
