Job Overview: The National Legal Consultant will play a crucial role in supporting the development of a regulatory framework for the Public Institution National Administration 'Apele Moldovei' as part of the Dniester II Project. This position requires a deep understanding of legal frameworks and regulatory processes in Moldova, particularly in relation to water management and environmental sustainability. The consultant will be expected to analyze existing regulations, identify gaps, and propose new legal instruments that align with international best practices. The role involves collaboration with various stakeholders, including government agencies, civil society, and international partners, to ensure that the regulatory framework is comprehensive, effective, and conducive to sustainable water resource management. The consultant will also be responsible for drafting legal documents, providing legal advice, and facilitating workshops and consultations to gather input from relevant stakeholders.
Duties and Responsibilities:
Conduct a thorough analysis of the current legal and regulatory framework governing water management in Moldova.
Identify gaps and inconsistencies in existing laws and regulations related to the management of the Dniester River and its tributaries.
Develop proposals for new legal instruments and amendments to existing laws that promote sustainable water management practices.
Collaborate with UNDP and local stakeholders to gather input and feedback on proposed regulatory changes.
Draft legal documents, including regulations, guidelines, and policy briefs, ensuring clarity and compliance with national and international standards.
Organize and facilitate workshops and consultations with stakeholders to discuss proposed changes and gather insights.
Provide legal advice and support to UNDP and the National Administration 'Apele Moldovei' throughout the project implementation.
Prepare reports and presentations summarizing findings and recommendations for stakeholders.
Ensure that all deliverables are completed on time and meet the quality standards set by UNDP.
Proven experience in legal consulting, particularly in the area of environmental law and water management.
Strong understanding of the legal and regulatory framework in Moldova, especially related to water resources.
Excellent analytical and research skills, with the ability to synthesize complex legal information.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Proficiency in legal drafting and document preparation.
Familiarity with international best practices in water management and environmental sustainability is an asset.
Educational Background: A minimum of a bachelor's degree in law, environmental law, or a related field is required. A master's degree or equivalent in a relevant discipline is preferred. Additional certifications or training in environmental law or water resource management will be considered an advantage.
Experience: A minimum of 5 years of professional experience in legal consulting or advisory roles, with a focus on environmental law and regulatory frameworks. Experience working with governmental or international organizations on water management issues is highly desirable. Proven track record of successfully developing legal frameworks or policies in the environmental sector is essential.
Languages: Fluency in Romanian and English is mandatory. Knowledge of Russian is an asset. The consultant should possess excellent written and verbal communication skills in both Romanian and English to effectively engage with stakeholders and prepare legal documents.
Additional Notes: This position is offered as an individual contractor role under the UNDP procurement process. The contract duration will be determined based on the project needs and the consultant's availability. The position is expected to be full-time, with flexibility in working hours as required by project demands. Compensation will be commensurate with experience and in accordance with UNDP standards. The consultant may be required to travel within Moldova for stakeholder consultations and workshops.
