Job Overview: The Programme Management Officer (Country Programme Manager) will work under the direct supervision of the Senior Programme Management Officer, Human Settlements. The incumbent will be responsible for developing, implementing, and evaluating assigned programmes and projects. This includes monitoring and analyzing programme/project development, reviewing relevant documents, identifying problems, and proposing corrective actions. The role also involves performing consulting assignments, facilitating workshops, and assisting clients in managing change. The officer will research, analyze, and present information from diverse sources, assist in policy development, and undertake survey initiatives. The position requires preparing various written outputs, providing support to meetings and conferences, conducting outreach activities, and coordinating budget and funding activities. The officer will also collect and analyze data to identify trends and provide insights for data-driven decision-making. This role is crucial for ensuring the effective management of urban development projects and initiatives in India.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include:
Participating in the development, implementation, and evaluation of assigned programmes/projects; monitoring and analyzing programme/project development and implementation; reviewing relevant documents and reports; identifying problems and proposing corrective actions; liaising with relevant parties; and tracking follow-up actions.
Performing consulting assignments in collaboration with clients, planning and facilitating workshops, and assisting in developing action plans.
Researching, analyzing, and presenting information from diverse sources.
Assisting in policy development, including reviewing and analyzing issues and trends, preparing evaluations, and conducting research activities.
Undertaking survey initiatives, designing data collection tools, reviewing and interpreting responses, and preparing conclusions.
Preparing various written outputs, including draft background papers, analyses, sections of reports, and inputs to publications.
Providing substantive support to consultative meetings and conferences, including proposing agenda topics and preparing documents.
Conducting outreach activities, training workshops, and seminars, and making presentations on assigned topics.
Participating in or leading field missions, providing guidance to external consultants and government officials, and drafting mission summaries. 1
Coordinating activities related to budget and funding, preparing related documents and reports, and ensuring compliance with financial regulations. 1

Required Qualifications: The required qualifications for the Programme Management Officer position include:
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
A minimum of five years of progressively responsible experience in project and programme management in urban or human development, basic service delivery, and climate change with international partners is required.
A minimum of three years of experience as a team leader or deputy team leader in major projects funded by development partners is desirable.
Two or more years of experience in data analytics or a related area is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is also desirable.
Experience: The position requires a minimum of five years of progressively responsible experience in project and programme management, particularly in the fields of urban or human development, basic service delivery, and climate change with international partners. Additionally, a minimum of three years of responsible experience as a team leader or deputy team leader in significant projects funded by development partners is desirable. Candidates should also have experience in sustainable urban development and resource mobilization, with two or more years of experience in data analytics or a related area being advantageous.
Languages: For this position, fluency in English is required as it is one of the working languages of the United Nations Secretariat. Knowledge of Hindi is desirable, and knowledge of another official United Nations language is also considered beneficial. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as a rating of 'confident' in two of the four areas.
Additional Notes: This position is for an initial period of one year and may be subject to extension based on satisfactory performance and availability of funds. It is open to nationals of India only, and the National Professional Officer category requires candidates to be of the nationality of the country where the position is located. If no suitable local candidate is identified, Indian nationals residing elsewhere may be considered, but they will be responsible for any costs related to traveling and relocating to India if offered employment. The position is subject to local recruitment, and staff members in the General Service and related categories will be recruited in the country or within commuting distance of the office, regardless of their nationality.
