Job Overview:
The Economic Affairs Officer will be responsible for conducting economic or sector analysis related to international tax cooperation. This includes developing databases and technical analyses on various topics such as digital business models and tax disputes. The officer will draft inputs for technical papers and analytical studies, contributing to the committee's work on international tax cooperation instruments. The role requires attending international, regional, and national meetings to gather information and engage with colleagues from other institutions. The officer will also assist in organizing expert group meetings and seminars on international tax cooperation issues, preparing speeches and presentations for senior staff. This position demands a strong understanding of economic theories and concepts, particularly in relation to international tax cooperation, and the ability to conduct independent research and analysis.

Duties and Responsibilities:
The Economic Affairs Officer will perform a variety of duties, including:
  • Developing databases and conducting technical analyses on international tax cooperation topics.
  • Drafting inputs for technical papers and analytical studies on country experiences with international tax cooperation instruments.
  • Contributing to the drafting of treaty provisions and technical papers.
  • Identifying and analyzing policy proposals related to international tax cooperation.
  • Attending meetings to collect information and engage in discussions.
  • Assisting in the organization and servicing of expert group meetings and seminars.
  • Preparing speeches and other materials for presentations by senior staff.
  • Supporting intergovernmental meetings and assisting with documentation preparation.

  • Undertaking training activities to enhance skills and knowledge.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in taxation, economics, law, development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. The position requires a minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, and the application of economic principles in development programs. Experience in tax policy and administration, as well as international tax cooperation, is essential. Candidates should also have experience in developing and tracking databases and conducting economic analysis.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in taxation, economics, law, development, or a related field is required for this position. A first-level university degree may be accepted if accompanied by two additional years of qualifying work experience. This educational background is crucial for understanding the complexities of international tax cooperation and economic analysis.

Experience:
The position requires a minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, and the application of economic principles in development programs. Candidates should have specific experience in tax policy and administration, particularly in international tax cooperation, including dispute prevention and resolution. Experience in developing and managing databases and conducting economic analysis is also required. Familiarity with multilateral contexts and negotiation of legal instruments is desirable, as is knowledge of current international tax policy issues, especially those affecting developing countries.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the UN Secretariat. Knowledge of French is desirable, and proficiency in another UN official language is considered an advantage. The ability to communicate effectively in these languages is essential for collaboration and engagement in international settings.
