Job Overview: The Technical Advisor for Total Quality Leadership and Accountability (TQLA) in Care & Treatment will play a pivotal role in the CDC/FHI 360 Technical Assistance Project based in Eastern Province, Zambia. This position involves providing technical leadership under the guidance of the Principal Investigator and direct supervision of the Care and Treatment Lead. The advisor will be responsible for designing and executing effective technical strategies and best practices aimed at enhancing the capacity of District Health Offices and other stakeholders in implementing FHI 360’s TQLA model. The role emphasizes the importance of integrating care and treatment for HIV, prevention of mother-to-child transmission (PMTCT), and reproductive health services, aligning with the UNAIDS 95-95-95 goals. The advisor will also coordinate targeted technical assistance to government partners, ensuring a focus on client experience and service quality, while promoting data utilization for adaptive management.
Duties and Responsibilities: The Technical Advisor will adopt participatory approaches to review program data, identify emerging issues, and determine priority sites for intensive technical support. Responsibilities include supporting the development of capacity optimization plans for identified sites, co-facilitating workshops and trainings, providing technical expertise in TQLA tool development, and enhancing the District Health Office's situation room meetings. The advisor will also lead a team of technical experts, contribute to project reports, and maintain constructive dialogues around data utilization. Additional duties involve staying updated on technical developments in care and treatment, supporting quality improvement initiatives, and ensuring effective communication with stakeholders.
Required Qualifications: Candidates must possess in-depth knowledge of the Zambian public health sector and clinical settings, with advanced training in HIV Clinical Care/ART and/or CT/PMTCT. Experience in using and training others in FHI 360’s TQLA model is essential, along with registration as a member of the Health Professions Council of Zambia. Strong interpersonal skills, management capabilities, and the ability to communicate effectively with diverse stakeholders are required. Sensitivity to cultural differences and understanding of the social and political issues surrounding HIV are also critical.
Educational Background: A Master’s Degree in Public Health (MPH) or its international equivalent with 7-9 years of relevant experience is required. Alternatively, candidates with an MBCHB/MBBS/Medical Doctor (MD) degree and at least 5 years of relevant experience will be considered. Expertise in prevention, care, and treatment focusing on adult and pediatric ART, including eMTCT and TB at the clinical level, is necessary, along with familiarity with HIV prevention strategies and the TQLA model.
Experience: Candidates should have a minimum of 5 years of senior-level experience within INGO-led, USG-funded public health programs focusing on HIV/AIDS, including ART. Demonstrated ability to interact professionally with key project stakeholders and maintain strong relationships is essential for success in this role.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
