Job Overview: The Human Resources Officer position is crucial for the establishment of IOM's permanent presence in Riyadh, Saudi Arabia. The successful candidate will be responsible for managing the resource management functions within the KSA Country Office. This role involves overseeing recruitment processes, ensuring compliance with IOM regulations, and providing guidance to hiring managers. The officer will also coordinate pre-employment activities, maintain personnel records, and assist in monitoring compliance with the Staff Evaluation System. The position requires a proactive approach to identifying areas for improvement and implementing new procedures to enhance the efficiency of HR operations. The officer will also play a key role in organizing staff development and training activities, ensuring that all staff members are informed about their entitlements and responsibilities.
Duties and Responsibilities:
Manage recruitment processes by providing guidance to hiring managers on preparing Terms of Reference, drafting and posting Vacancy Notices, screening applications, and conducting interviews.
Coordinate pre-employment activities, including preparing Entry On Duty documentation, coordinating medical exams, and facilitating induction sessions.
Maintain accurate data in the WAVE HR system, ensuring data consistency and eligibility for allowances.
Perform time-keeping duties, monitor leave quotas, and generate leave-related reports.
Prepare documentation for personnel actions such as separations, promotions, and disciplinary cases.
Draft and review routine correspondence and maintain systematic archiving of HR documents.
Monitor compliance with the Staff Evaluation System and provide technical guidance to staff.
Organize HR events and maintain updated records of staff development activities.
Provide information to staff regarding their entitlements and responsibilities. 1
Identify areas for improvement in HR processes and assist in resolving sensitive cases. 1
Participate in inter-agency HR-related working groups and provide training to new staff members.
Required Qualifications: Candidates must possess a high school diploma with five years of relevant experience, or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with three years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with Oracle is a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Previous work experience with international humanitarian organizations or government institutions in a multicultural setting is highly desirable.
Educational Background: The educational background required for this position includes a high school diploma or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education.
Experience: The position requires candidates to have a minimum of three years of relevant professional experience if they hold a Bachelor’s degree, or five years if they have a high school diploma. Experience in human resources management, particularly in recruitment and personnel administration, is essential. Familiarity with international humanitarian organizations and the ability to work in a multicultural environment will be considered an advantage.
Languages: Fluency in English, both oral and written, is mandatory for this position. Proficiency in Arabic is highly desirable, as it will facilitate communication within the local context. IOM's official languages also include French and Spanish, and proficiency in these languages may be beneficial but is not required. Language skills will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
