Job Overview: The position of International Consultant is crucial for the development of the National Action Plan on Gender Equality (NAPGE) for Turkmenistan for the period of 2026-203
This consultancy aims to provide technical support in creating a comprehensive and impactful NAPGE that aligns with international standards and conventions, particularly focusing on human rights and the empowerment of women and girls. The consultant will work closely with a National Consultant to ensure that the new NAPGE is inclusive and addresses the specific needs of vulnerable groups, including women and girls with disabilities and those from rural areas. The consultant's role will involve conducting a literature review, developing an inception report, collecting data through stakeholder consultations, drafting the NAPGE, and presenting advocacy messages. The expected outcomes include a detailed inception report, a draft NAPGE, a final NAPGE, and advocacy materials, all of which are to be completed within a specified timeline.
Duties and Responsibilities: The International Consultant will be responsible for several key tasks throughout the consultancy period. These include conducting a literature review on the current NAPGE and relevant gender equality frameworks, developing a detailed inception report that outlines the work plan and schedule of activities, and collecting data through online consultations with stakeholders. The consultant will also be tasked with drafting the NAPGE, which will involve formulating a vision statement, an implementation and accountability matrix, and a monitoring and evaluation plan that aligns with the Sustainable Development Goals (SDGs). Additionally, the consultant will co-present the draft NAPGE during a validation workshop, incorporate feedback from stakeholders, and finalize the NAPGE for submission to UNFPA and the Institute of State, Law and Democracy. Finally, the consultant will develop key advocacy messages and present the NAPGE to representatives of public UN agencies.
Required Qualifications: The ideal candidate for this consultancy position must possess an advanced degree in Human Rights, Women's Rights, Social Sciences, Gender Studies, Law, or a related field. The consultant should have at least 10 years of proven experience in developing strategic planning documents, programs, and projects focused on gender equality, women's empowerment, and the prevention of gender-based violence (GBV). A profound understanding of gender equality thematic topics, including gender policy, international instruments, and national mechanisms, is essential. Prior experience working in Turkmenistan or Central Asia, along with knowledge of the region's gender equality systems, is highly desirable. Familiarity with UNFPA's mandate and the ability to integrate diverse methodologies and approaches from various stakeholders is also required. Excellent analytical and communication skills, both written and verbal, are necessary for this role.

The consultancy fee will be based on the P5 level of the UN Salary Scale for Professional and higher categories, effective January 1, 2025, and will be paid in a lump sum upon successful completion of all deliverables.
