Job Overview:
The Administrative Officer plays a crucial role in the Office of the United Nations Resident Coordinator, overseeing various administrative functions. This position requires effective coordination of human resource activities, including recruitment, placement, and performance appraisal, ensuring adherence to UN rules and procedures. The officer will also be responsible for budget and finance management, leading the preparation and implementation of work programs, and ensuring financial resources are utilized effectively. Additionally, the role encompasses general administration tasks, such as procurement, billing, and office technology management. The Administrative Officer is expected to demonstrate professionalism, teamwork, and strong planning and organizing skills to achieve organizational goals and support the UN's mission.

Duties and Responsibilities:
The Administrative Officer will be responsible for the following duties:
  • Human Resource Management: Coordinate human resource activities, ensuring consistency in the application of UN rules and procedures.
  • Budget and Finance: Lead the preparation and implementation of work programs, monitor budgets, and ensure compliance with UN policies.
  • General Administration: Oversee procurement, billing, and operational travel programs, and manage office technology needs.
  • Provide guidance and leadership to junior staff and ensure effective financial administration.
  • Conduct regular reviews of work programs and budgets to assess progress and make necessary adjustments.
  • Perform other related work as required to support the office's operations and objectives.

Required Qualifications:
Candidates must possess a strong knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations effectively. Candidates should also exhibit conceptual analytical and evaluative skills, with the ability to conduct independent research and analysis. Strong communication skills, both oral and written, are essential, along with the ability to work collaboratively in a team environment. The ideal candidate should be motivated by professional concerns and demonstrate persistence in overcoming challenges.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field is required. This experience should demonstrate the candidate's ability to manage complex administrative tasks and contribute to the effective functioning of an organization. Candidates should have a proven track record of successfully handling budgetary and financial responsibilities, as well as human resource management.

Languages:
Fluency in English (both oral and written) is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage and may enhance a candidate's application.
