Job Overview:
The position of International Consultant for the Coordination of the Inclusive Education Model Scale involves providing specialized technical assistance to support the expansion of the Inclusive Education Model in the Dominican Republic. This role is critical in ensuring that the model aligns with current regulations and is effectively implemented within the educational system. The consultant will work closely with the Ministry of Education (MINERD) and UNICEF's regional office to facilitate dialogues with regional partners, lead the technical structuring of the model's scale, and coordinate the implementation efforts to ensure sustainability and institutional capacity building. The consultant will also be responsible for producing key technical documents and materials, and for providing continuous technical support to teams involved in training university educators in line with the Inclusive Education Model.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities including:
  • Supporting UNICEF's Regional Office for Latin America and the Caribbean (LACRO) in dialogues with regional partners.
  • Leading the technical definition and structuring of the model's scale to ensure effective and coherent expansion.
  • Coordinating the implementation of the Inclusive Education Model, ensuring its correct application and institutional capacity strengthening.
  • Managing the technical coordination of the three implementation axes of the model.
  • Overseeing the national technical team to ensure efficient execution of strategic axes in collaboration with MINERD technicians at various levels.
  • Coordinating the production of essential technical materials and documents, ensuring alignment with inclusive education approaches.
  • Facilitating inter-institutional articulation and advocacy dialogues with key MINERD directions and relevant entities.
  • Managing international technical assistance to align with national needs and strategic objectives.
  • Providing ongoing technical support to the team designing and implementing training programs for university educators, ensuring alignment with the validated Inclusive Education Model.

Required Qualifications:
Candidates must possess a university degree in education or related fields, along with a master's degree in inclusive education or related areas. They should have at least five years of experience in coordinating training processes in inclusive education, a solid understanding of the Dominican Republic's educational system, and desirable knowledge of UNICEF's cooperation policies and visibility with other multilateral organizations. Strong project management skills, teamwork capabilities, and the ability to coordinate activities with diverse stakeholders are essential.

Educational Background:
The educational background required for this position includes a university degree in education or a related field, complemented by a master's degree specifically focused on inclusive education or similar disciplines. This advanced education is crucial for understanding the complexities of inclusive educational practices and policies.

Experience:
The position requires a minimum of five years of relevant experience in the field of inclusive education, particularly in coordinating educational training processes. Candidates should have a deep understanding of the Dominican Republic's educational landscape and experience working with governmental and non-governmental organizations in educational settings.

Languages:
Fluency in Spanish is mandatory for this position, as it is the primary language of communication within the Dominican Republic. Knowledge of additional languages may be considered an asset but is not explicitly required.
