Job Overview:
The Project Analyst – Health Infrastructure Coordination will play a crucial role in the PHOENIX-RESYP initiative, which is a collaborative effort between the European Investment Bank (EIB) and UNDP aimed at enhancing infrastructure resilience in Syunik province, Armenia. This position involves providing technical assistance for health infrastructure planning and design, ensuring that health facilities meet EIB standards and national health policies. The analyst will be responsible for reviewing technical designs, conducting gap analyses, and collaborating with various stakeholders to integrate sectoral guidance into project documentation. Additionally, the role includes monitoring construction activities, managing risks, and ensuring compliance with health and safety protocols. The Project Analyst will also facilitate capacity building and training for local stakeholders, ensuring that community needs are reflected in health infrastructure projects. The position requires effective communication and coordination with multiple partners, including government agencies and local communities, to ensure the successful implementation of project activities.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Providing technical assistance for health infrastructure planning and design by reviewing and validating technical designs and feasibility studies for health facilities.
  • Conducting gap analyses of existing health infrastructure designs and recommending necessary upgrades for energy efficiency and accessibility.
  • Collaborating with the Ministry of Territorial Administration and Infrastructure (MTAI), Armenian Territorial Development Fund (ATDF), and the Ministry of Health (MOH) to integrate guidance and standard designs into project documentation.
  • Supporting the ATDF in monitoring construction activities to ensure compliance with technical specifications and timelines.
  • Identifying and mitigating risks related to procurement delays and contractor performance.
  • Conducting site inspections to verify adherence to health and safety protocols.
  • Ensuring timely implementation of project activities and administration in the health sector, including reporting and budgeting.
  • Contributing to the selection of consultants and preparation of procurement packages.
  • Organizing field missions and drafting reports on monitoring site visits. 1
  • Developing training plans and facilitating training for ATDF PIU staff and local stakeholders. 1
  • Liaising with various stakeholders to ensure community needs are reflected in health infrastructure designs. 1
  • Preparing technical progress reports and supporting the ATDF in procurement planning and compliance with EIB requirements. 1
  • Ensuring that health infrastructure projects adhere to energy efficiency and gender mainstreaming requirements. 1
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
The required qualifications for the Project Analyst position include:
  • A Master's degree in Business Administration, Public Administration, Social Sciences, Engineering, Economics, or a related field is required. Alternatively, a Bachelor's degree in the mentioned areas combined with an additional two years of qualifying experience will be considered.
  • A minimum of 2 years of relevant professional experience at the national or international level with a Master's degree, or a minimum of 4 years with a Bachelor's degree.
  • Experience in project coordination, design, and implementation, preferably in health or infrastructure sectors.
  • Proven experience in liaising and collaborating with government counterparts and international organizations in the health sector.
  • Desired skills include experience in developing training modules, knowledge of procurement and financial management rules, and prior experience with UN/UNDP.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as Business Administration, Public Administration, Social Sciences, Engineering, or Economics. Alternatively, a Bachelor's degree in these areas along with two additional years of relevant experience will be considered. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage and coordinate health infrastructure projects.

Experience:
The position requires a minimum of 2 years of relevant professional experience for candidates with a Master's degree, or a minimum of 4 years for those with a Bachelor's degree. This experience should be at the national or international level and should include providing management advisory services, as well as hands-on experience in the design, monitoring, and evaluation of development projects. Candidates should also have experience in project coordination and implementation, particularly in health or infrastructure sectors.

Languages:
Fluency in English and Armenian is required for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Armenian to effectively engage with stakeholders and partners.
