Job Overview: The Energy Specialist position at ADB is a critical role within the Energy Sector Office, which is part of the Sectors Department
The primary function of this role is to develop and implement energy sector policies and strategies that align with ADB's mission of reducing poverty and promoting sustainable development in the Asia-Pacific region. The Energy Specialist will engage with governments of Developing Member Countries (DMCs) to facilitate policy dialogue and support energy sector reforms. This includes identifying opportunities for energy transition in accordance with ADB's 2021 Energy Policy. The role also involves overseeing the development and implementation of investment projects and technical assistance initiatives in the energy sector, ensuring that they contribute effectively to ADB's goals. The Energy Specialist will collaborate with various departments within ADB to deliver integrated solutions that address the needs of DMCs, thereby enhancing energy access, efficiency, and sustainability.
Duties and Responsibilities: The Energy Specialist will have a comprehensive set of responsibilities, including:
Developing and articulating energy sector policies and strategies for sustainable and low-carbon development in collaboration with government agencies and resident missions.
Conducting policy dialogues with DMC governments to facilitate structural and regulatory reforms in the energy sector.
Guiding the team in incorporating legal frameworks and stakeholder engagement mechanisms into projects and policies.
Contributing to the preparation and administration of loans, grants, and technical assistance in the energy sector, ensuring alignment with national development policies.
Leading discussions on procurement issues and reviewing bidding documents and consultant recruitment processes.
Ensuring compliance and quality of lending and non-lending products with ADB's energy policies.
Identifying priority areas for energy sector support and proposing appropriate modalities for loans and technical assistance.
Building strategic partnerships with external organizations for knowledge sharing and project opportunities.
Contributing to training and conferences on clean energy and related topics. 1
Mentoring junior staff and overseeing their professional development.
Required Qualifications: Candidates for the Energy Specialist position must possess a university degree in engineering, economics, finance, business administration, or related fields, with a preference for post-graduate qualifications.
