Job Overview:
The consultant will be responsible for revising the national strategy for the implementation of the African Continental Free Trade Area (AfCFTA) agreement in Togo. This involves evaluating the current state of the strategy, engaging national stakeholders, and producing a revised strategy document that reflects both national and international challenges and opportunities. The consultant will work closely with the Ministry of Commerce, the African Union, and other relevant entities to ensure that the revised strategy is comprehensive and actionable. The role requires a deep understanding of trade policies, economic analysis, and stakeholder engagement to effectively gather insights and recommendations for the strategy update.

Duties and Responsibilities:
The consultant will undertake a variety of tasks including:
  • Taking full responsibility for executing the mission as per the terms of reference.
  • Familiarizing themselves with the results of the final evaluation of the previous national strategy.
  • Organizing national consultations to gather stakeholder input for the strategy update.
  • Preparing a detailed inception report outlining processes, data collection needs, and methodology for the strategy revision.
  • Conducting broad consultations with stakeholders at national, regional, and local levels, including universities and research centers.
  • Collecting primary and secondary data necessary for updating the strategic diagnostic framework.
  • Drafting a revised national strategy document that incorporates all relevant protocols and addresses key economic performance indicators.
  • Submitting a draft of the revised strategy document for stakeholder review and validation.
  • Finalizing the strategy document based on feedback received during validation workshops. 1
  • Ensuring that all reports and documents meet high standards of quality and relevance. 1
  • Submitting all necessary data and reports to the Ministry of Commerce throughout the process.

Required Qualifications:
Candidates must possess a higher university degree (Master's or equivalent) in economics, commerce, statistics, international relations, or related fields. They should have at least seven years of continuous productive experience in trade, economics, or related areas, with a strong background in strategy formulation and policy analysis. Familiarity with the protocols and implementation mechanisms of the AfCFTA agreement is highly desirable, as is experience with statistical data analysis software.

Educational Background:
A Master's degree or higher in a relevant field such as economics, commerce, statistics, or international relations is required for this position. This educational background is essential to ensure that the consultant has the necessary analytical skills and theoretical knowledge to effectively contribute to the strategy revision process.

Experience:
The position requires a minimum of seven years of relevant experience in trade, economics, or related fields. This experience should include a strong focus on strategy formulation, policy analysis, and stakeholder engagement, demonstrating the candidate's ability to navigate complex trade agreements and economic frameworks.

Languages:
Fluency in French is mandatory for this position, both spoken and written, as it is one of the working languages of the United Nations. Proficiency in English is also beneficial but not required. The ability to communicate effectively in French is crucial for engaging with stakeholders and producing the necessary documentation.

Additional Notes:
The position is expected to last for three months. The consultant will work under the leadership of the Ministry of Commerce in Togo and will be supervised by designated experts from various organizations involved in the project.
