Job Overview: As a Programme Officer for Energy Security, you will play a crucial role in supporting the OSCE's energy security dialogue and project activities. This position involves analyzing current and emerging energy security issues, developing and implementing projects, and overseeing the work of external experts. You will be responsible for ensuring that projects align with national and regional priorities, managing project deliverables, and facilitating dialogue among stakeholders. The role requires a proactive approach to identifying energy security challenges and designing effective solutions, as well as strong communication skills to engage with government officials and donor agencies.
Duties and Responsibilities: Your primary responsibilities will include:
Analyzing energy security issues across the OSCE area, including national policies and market trends, to identify priorities for regional activities.
Leading the development and implementation of Extra-budgetary (ExB) projects and Unified Budget (UB) activities, including preparing project proposals and monitoring expenditures.
Engaging with government officials and donor agencies to negotiate on energy security issues and coordinate donor input.
Reviewing and adjusting program outputs to ensure alignment with energy security priorities and available resources.
Organizing meetings, seminars, and conferences to facilitate information sharing and best practices in energy security.
Preparing briefing papers, reports, and speeches for senior management on energy security topics.
Contributing to the Economic and Environmental Committee processes and follow-up activities.
Performing other duties as assigned by supervisors.
Required Qualifications: To qualify for this position, you must possess a second-level university degree in Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, preferably with a focus on energy. A first-level university degree combined with two additional years of relevant experience will also be accepted. You should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, preferably in an international context. Experience in managing donor-funded projects is essential, and recognized project management certification is an asset. Excellent communication skills in English are required, and knowledge of other languages spoken in the OSCE region is advantageous. You should demonstrate strong project management skills, digital literacy, and the ability to work collaboratively in a diverse team environment.
Educational Background: Candidates must hold a second-level university degree (Master's degree or equivalent) in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, with a focus on energy. A first-level university degree with additional relevant experience may be considered in lieu of the second-level degree.
Experience: The position requires a minimum of five years of professional experience in energy security or related fields, with seven years required if only a first-level degree is held. Experience should include planning, implementing, and managing donor-funded projects, ideally in an international setting that covers the OSCE region.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages spoken in the OSCE region is considered an asset, enhancing the ability to engage with diverse stakeholders.
Additional Notes: This position is a fixed-term international secondment role, with a maximum service period of 10 years.
