Job Overview:
The National Consultant for the Mid-Term Review (MTR) will play a crucial role in assessing the progress and effectiveness of Indonesia's Partnership Compact, which is set to be reviewed in 202
  • This position involves leading data collection, analysis, and facilitating consultations with key education stakeholders. The consultant will work closely with both national and international consultants to ensure that the MTR process is comprehensive and meets the Global Partnership for Education's (GPE) quality standards. The consultant will be responsible for preparing key documentation, facilitating discussions, and ensuring that the outcomes of consultations inform the drafting of the MTR Progress Memo and Comprehensive Analysis Report. This role is essential in ensuring that the Partnership Compact remains relevant and effective in addressing the educational needs of Indonesia.

Duties and Responsibilities:
The National Consultant will undertake a variety of tasks throughout the MTR process, which is divided into three phases. In the Inception Phase, the consultant will assist in developing the inception report, including a data collection plan and methodology. During the Country Self-Assessment Phase, the consultant will facilitate consultations with key education partners, prepare documentation, and assist in drafting the Comprehensive Analysis Report. In the Inclusive Evidence-Based Dialogue Phase, the consultant will help develop the draft MTR Progress Memo, coordinate meetings, and document feedback from stakeholders. Finally, in the Finalization Phase, the consultant will ensure that all feedback is incorporated into the final MTR Progress Memo. Throughout the process, the consultant will lead data consolidation and analysis, ensuring stakeholder engagement and high-quality deliverables.

Required Qualifications:
Candidates must possess a minimum of a master’s degree in education or international development with a specialization in education. Additionally, at least 8 years of relevant experience in education sector planning and policy formulation is required. Experience in conducting education sector-related research in Indonesia, including comprehensive data collection and analysis, is essential. The candidate should also have experience facilitating consultations with key education stakeholders at both national and subnational levels, demonstrating proficiency in both Bahasa Indonesia and English. Familiarity with GPE programs is considered an advantage. A first-level university degree (Bachelor's) in a relevant field, combined with ten years of relevant work experience, may be accepted in lieu of an advanced degree.

Educational Background:
The educational background required for this position includes a master’s degree in education or international development with a specialization in education. Alternatively, a bachelor's degree in a relevant technical field, along with ten years of relevant work experience, may be considered sufficient. This educational foundation is crucial for understanding the complexities of education policy and planning in Indonesia.

Experience:
The position requires at least 8 years of relevant experience in the education sector, specifically in planning and policy formulation. Candidates should have a proven track record of conducting research related to the education sector in Indonesia, including experience in data collection and analysis. Additionally, experience in facilitating consultations with key education stakeholders at both national and subnational levels is essential for this role.

Languages:
Proficiency in both Bahasa Indonesia and English is mandatory for this position. The ability to communicate effectively in both languages is crucial for facilitating consultations, preparing documentation, and ensuring that all stakeholders are engaged throughout the MTR process. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy position is not classified as a staff member under the United Nations and UNICEF regulations, meaning that the selected candidate will not receive benefits such as leave entitlements or medical insurance coverage. The consultant will be responsible for their tax liabilities and must ensure that they have valid visa and health insurance for the duration of the contract. Additionally, selected candidates must confirm their fully vaccinated status against COVID-19 with a WHO-endorsed vaccine, unless they are working remotely and not expected to visit UNICEF premises or interact directly with communities.
