Job Overview: The Advisor, IED and Head, Evaluation Knowledge Management Unit (IEOD-EKMU) position is a senior role within the Independent Evaluation Department (IED) at ADB. This role involves leading the Evaluation Knowledge Management Unit, overseeing the planning and execution of strategic initiatives related to evaluation methods, capacity development, and knowledge sharing. Duties and Responsibilities: The primary duties and responsibilities of the Advisor, IED and Head, Evaluation Knowledge Management Unit include:
Leading the implementation of the IEOD-EKMU's strategic work plan and annual work programs.
Managing the Unit's operations, including staff work plans, budgets, and ensuring the delivery of quality outputs through teamwork and adherence to departmental policies.
Ensuring that evaluation methods are current and aligned with best practices in the field.
Supporting quality assurance processes for high-level evaluations through peer reviews and review meetings.
Representing the department in internal and external forums to share knowledge and best practices in evaluation.
Participating in joint peer reviews and maintaining regular communication with development partners, including governments, think tanks, and civil society organizations.
Promoting evaluation knowledge sharing through various channels, including presentations, panels, and online content.
Managing the preparation of selected reports and knowledge products, such as the Annual Evaluation Review.
Preparing articles, synthesis papers, and other evaluation derivative products to communicate insights effectively.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in relevant fields such as economics, social sciences, business administration, or other areas related to international development planning and evaluation. Alternatively, a university degree combined with at least 10 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 15 years of experience in international development, with a minimum of 5 years in evaluation or knowledge management, and at least 3 years of experience in the Asia-Pacific region. Familiarity with evaluation principles and developments in the field is essential, as is experience with multilateral or bilateral development organizations and exposure to major strategic policy issues.
Educational Background: The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as economics, social sciences, business administration, or other disciplines related to international development planning and evaluation. A university degree with significant relevant experience may also be acceptable.
