Job Overview: The Project Manager for the ExB Project will be responsible for the development, implementation, and administration of the project aimed at enhancing the capacity of the Montenegrin Ministry of Interior to combat illicit trafficking and misuse of Small Arms and Light Weapons (SALW). This role requires strong organizational and administrative skills, as well as subject-matter expertise to support the SCOG Programme Manager and the mission's senior management. The Project Manager will lead the day-to-day management of the project, ensuring compliance with project proposals, timelines, and budgets while aligning with national priorities. The position involves conducting needs assessments, monitoring project activities, and maintaining communication with national authorities and stakeholders to foster collaborative implementation.
Duties and Responsibilities: The Project Manager will lead and coordinate the implementation of the ExB Project, overseeing all phases of the project cycle. Responsibilities include designing project activities, ensuring timely delivery, and compliance with OSCE and donor regulations. The Project Manager will analyze data relevant to the project’s objectives, conduct needs assessments, and refine project outputs. Regular monitoring and evaluation of project activities will be conducted, including tracking implementation progress and assessing impact. The role also involves drafting reports, maintaining communication with national authorities, and supervising project team members and external consultants. The Project Manager will organize briefings and contribute to the mission's strategic communications and visibility efforts.
Required Qualifications: Candidates must possess a first-level university degree in political science, security studies, public policy, or a related field. A recognized project management certification is considered an asset. Applicants should have a minimum of four years of relevant professional experience, preferably in an international setting, with a focus on project management related to SALW. Proven experience in project management, support, and staff supervision is essential, along with strong communication and presentation skills. Candidates should demonstrate an understanding of policy matters related to SALW management in Montenegro and have experience working with host country authorities and civil society.
Educational Background: A bachelor's degree or equivalent first-level university degree in a relevant field such as political science, security studies, or public policy is required for this position. Candidates with additional certifications in project management will be viewed favorably.
Experience: The position requires a minimum of four years of relevant professional experience, particularly in project management related to Small Arms and Light Weapons. Experience in international settings and with donor-funded projects is highly desirable. Candidates should have demonstrated experience in planning, implementing, and managing projects, as well as in supervising staff and collaborating with various stakeholders.
Languages: Professional fluency in English and local languages is mandatory, with excellent communication skills in both oral and written forms. Candidates should be able to convey complex information effectively to diverse audiences. Knowledge of additional languages may be considered an asset.
Additional Notes: The position is a full-time, fixed-term contract with a monthly remuneration of EUR 2,533, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience.
