Job Overview:
The Co-Lead Humanitarian Coordination position at NRC is designed to enhance the effectiveness and responsiveness of humanitarian responses in Burkina Faso. The role involves supporting the operational coordination of the Rapid Response Coordination Group (GCORR), which was established to improve communication and collaboration among humanitarian actors. The successful candidate will be responsible for facilitating the development and updating of humanitarian strategies and action plans, ensuring that responses are timely and of high quality. This position requires active participation in inter-cluster meetings and the promotion of state actor involvement in GCORR activities. The Co-Lead will also oversee the production of analytical tools and reports to inform decision-making and improve the overall humanitarian response.

Duties and Responsibilities:
The duties and responsibilities of the Co-Lead include:
  • Participating in the development and updating of humanitarian strategies and action plans, including response plans and contingency plans.
  • Facilitating discussions on rapid response activities based on evolving contexts and formulating recommendations for timely assistance.
  • Preparing agendas for regular and extraordinary GCORR meetings and drafting minutes in collaboration with the GCORR Coordinator.
  • Actively participating in inter-cluster meetings and preparing presentations as needed.
  • Strengthening the functioning of GCORR groups at regional and national levels, including establishing thematic groups and updating databases related to alerts and assessments.
  • Promoting consultation and participation of state actors in GCORR activities.
  • Providing technical assistance to GCORR members as needed.
  • Monitoring progress related to the humanitarian response plan (HRP) and supporting the organization of annual GCORR workshops.
  • Producing and publishing analytical tools on context, needs, capacities, and performance of rapid response activities. 1
  • Acting as the country focal point for the B-ready tool, ensuring identified actions are followed up by various departments. 1
  • Centralizing and analyzing information related to NRC's rapid response activities and ensuring contributions from field offices.

Required Qualifications:
The position requires an advanced university degree in a relevant field for international development or humanitarian aid, or a bachelor's degree with equivalent professional experience. Candidates should have a continuous professional experience of 3 to 5 years in humanitarian management or coordination at the national level, with international experience being an asset. Proven experience in humanitarian coordination, emergency response management, and rapid needs assessments is essential. Candidates should also have a minimum of 5 years of experience in the humanitarian sector in conflict, post-conflict, or high-risk contexts, along with a deep understanding of humanitarian principles and the ability to operationalize them in responses. Strong writing and analytical skills, interpersonal skills, and the ability to negotiate with stakeholders are also required.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as international development, humanitarian aid, or a related discipline. A bachelor's degree combined with significant professional experience may also be considered acceptable. The educational background should reflect a strong foundation in humanitarian principles and practices, as well as relevant technical knowledge applicable to the role.

Experience:
The ideal candidate should have a minimum of 3 to 5 years of continuous professional experience in humanitarian management or coordination at the national level. Experience in international humanitarian contexts is considered an asset. Candidates should demonstrate a proven track record in coordinating humanitarian responses, managing emergency programs, and conducting rapid needs assessments. A minimum of 5 years of experience in the humanitarian sector, particularly in conflict or high-risk environments, is required to ensure the candidate can effectively navigate the complexities of the role.

Languages:
Fluency in both French and English, both spoken and written, is mandatory for this position. Knowledge of local languages spoken in Burkina Faso is considered a distinct advantage, as it can facilitate communication and engagement with affected communities. Strong communication skills in both languages are essential for effective coordination and reporting.
