Job Overview:
The position of National Evaluation Expert is crucial for the OSCE Mission's Extra Budgetary Project, which aims to enhance reconciliation processes in Bosnia and Herzegovina. The expert will conduct a comprehensive final external evaluation of the project, assessing its effectiveness, relevance, efficiency, sustainability, and impact. This evaluation will involve analyzing completed activities from July 2022 to May 2025, providing insights and lessons learned, and making recommendations for future initiatives. The expert will collaborate closely with the Evaluation Management Team, ensuring that the evaluation adheres to the highest standards and criteria. The role requires a deep understanding of reconciliation processes and the ability to engage with various stakeholders, including local authorities, NGOs, and international organizations, to gather relevant data and perspectives.

Duties and Responsibilities:
The National Evaluation Expert will undertake several key tasks throughout the evaluation process. Initially, the expert will conduct an inception phase that includes desk research, developing an evaluation design and methodology, and creating a detailed work plan. This will involve online briefings with the Project Manager and the Evaluation Management Team, as well as the development of a questionnaire for surveys and interviews. During the data collection phase, the expert will conduct field visits to relevant facilities, engage in surveys and interviews with project stakeholders, and hold in-person meetings with beneficiaries. Finally, the expert will analyze the collected data, draft preliminary findings, and compile a comprehensive final evaluation report that outlines the project's achievements, challenges, and recommendations for future efforts.

Required Qualifications:
Candidates for the National Evaluation Expert position must possess a first-level university degree in project management, political science, social science, or a related field. A minimum of eight years of experience in project implementation and evaluation is required, with at least three years specifically in monitoring and evaluation. Experience with reconciliation and trust-building projects is essential, along with the ability to gather and interpret information from diverse sources. The ideal candidate will have a proven track record of working independently, demonstrating strong analytical and interpersonal skills, and integrating a gender perspective into their work. Professional fluency in English is mandatory, with excellent verbal and written communication skills, and knowledge of BCS languages is highly desirable. Additionally, candidates should be computer literate and familiar with Microsoft applications.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as project management, political science, social science, or similar disciplines. This foundational education is essential for understanding the complexities of project evaluation and the socio-political context of Bosnia and Herzegovina.

Experience:
The position requires a significant level of experience, specifically a minimum of eight years in project implementation and evaluation. This includes at least three years of direct experience in monitoring and evaluation processes.
