Job Overview:
The Wash Specialist Sector Coordinator will be responsible for providing leadership and representation of the WASH sector at the sub-national level in two provinces (Wadi Fira and Sila). The role involves ensuring a well-coordinated and effective response to humanitarian needs, building relationships with stakeholders, and facilitating collaboration among various sector participants. The coordinator will work closely with the Emergency Coordinator and Chief Field Office to ensure that the humanitarian response is accountable and meets the needs of affected populations. This position requires a strategic approach to planning, implementation, and monitoring of WASH interventions, ensuring alignment with national priorities and community needs.

Duties and Responsibilities:
The main tasks and responsibilities of the Wash Specialist Sector Coordinator include:
  • Coordination, representation, and leadership in both provinces, ensuring effective achievement of sector functions and alignment with national priorities.
  • Building partnerships with relevant stakeholders, including government counterparts and local organizations, to ensure a balanced response to host populations, refugees, and returnees.
  • Conducting needs assessments and analysis to inform strategic response planning and resource mobilization efforts.
  • Monitoring and evaluating the quality and progress of WASH interventions, ensuring adherence to humanitarian principles and standards.
  • Establishing inclusive feedback mechanisms to ensure accountability to affected populations and promoting cross-cutting issues such as gender and child protection.
  • Strengthening local capacity through training and capacity-building initiatives for national and international NGOs and government partners.

Required Qualifications:
Candidates must possess strong leadership and coordination skills, with the ability to build and maintain partnerships across various sectors. They should demonstrate self-awareness, ethical awareness, and the ability to work collaboratively with others. The role requires strategic thinking and the capacity to manage ambiguity and complexity in humanitarian settings. Additionally, candidates should have a solid understanding of WASH principles and practices, as well as experience in humanitarian response and coordination.

Educational Background:
A relevant degree in public health, environmental science, social sciences, or a related field is required. Advanced degrees or specialized training in WASH or humanitarian response are highly desirable.

Experience:
Candidates should have a minimum of 5 years of experience in WASH programming, humanitarian response, or related fields. Experience in coordination roles within humanitarian settings, particularly in complex emergencies, is essential. Familiarity with the IASC cluster approach and humanitarian program cycles is also important.

Languages:
Fluency in English and French is mandatory. Knowledge of local languages spoken in Chad is an asset and would be beneficial for effective communication with affected populations.

Additional Notes:
The position is based in Chad, specifically in the provinces of Wadi Fira and Sila. Living conditions in Chad can be challenging, with limited access to consumer goods and higher living costs. UNICEF provides accommodation for international staff in a guest house. The initial contract duration is not specified, but it may be extended based on operational needs and performance. UN Volunteers receive a Volunteer Living Allowance (VLA) to cover basic needs, and additional benefits such as health insurance and travel allowances are provided.
