Job Overview:
The position of Consultant for Gender Equality Analysis is focused on conducting a comprehensive regional analysis of gender equality setbacks and pushbacks specifically in Eastern Europe and Central Asia. The consultant will be responsible for performing a desk-based literature review and analysis to assess the impact of these setbacks on gender equality and human rights. This role requires identifying key areas of contestation, understanding the drivers and narratives behind these issues, and analyzing changes in policy discussions, legal frameworks, social norms, and individual behaviors that contribute to the pushback against gender equality. The consultant will also draft policy recommendations and advocacy messages aimed at addressing these regressive trends, ensuring that the analysis is granular and relevant to specific clusters of countries or subregions. The work will be conducted remotely, with a focus on delivering high-quality outputs within the specified timeframe.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: conducting a thorough desk-based literature review to analyze the effects of gender equality pushbacks in Eastern Europe and Central Asia; identifying main areas of contestation and their drivers in relation to policy changes and social norms; analyzing the shrinking civil space and its implications for gender equality; drafting key recommendations and advocacy messages to counteract regressive trends; and ensuring that all deliverables are submitted electronically in English, professionally edited, and proofread. The consultant will also be expected to complete specific deliverables within set deadlines, including an outline with proposed methodologies, a first draft of the analysis, and a final document that includes strategies for engagement.

Required Qualifications:
The position requires a Bachelor’s degree or equivalent in social sciences, gender studies, or a related field. A Master’s degree in these areas is desirable. Additionally, candidates must have a minimum of 10 years of relevant professional experience, particularly in communications with government entities, UN organizations, or NGOs on gender equality issues. Strong writing and analytical skills are essential, along with the ability to engage effectively with various stakeholders, including government agencies, UN bodies, civil society organizations, and the media.

Educational Background:
Candidates must possess at least a Bachelor’s degree in social sciences, gender studies, or a related field. A Master’s degree is preferred, as it demonstrates a higher level of expertise and understanding of the complexities surrounding gender equality and human rights issues.

Experience:
The consultant should have a minimum of 10 years of relevant professional experience, particularly in the fields of gender equality, communications, and advocacy. This experience should include working with government agencies, UN organizations, or NGOs, and should demonstrate a strong understanding of the challenges and dynamics related to gender equality in Eastern Europe and Central Asia.

Languages:
A strong command of written and spoken English is mandatory for this position. Knowledge of the Russian language is considered desirable, as it may facilitate communication and understanding of the regional context.

Additional Notes:
The consultancy is expected to last from June 2025 to October 2025, with a total of up to 30 working days. The consultant will work remotely, providing technical support and communication with UNFPA EECARO. There is no travel required for this position. The deliverables must be submitted electronically, and the consultant will be monitored by the Regional Gender Advisor to ensure timely completion of tasks.
