Job Overview: The position of National Consultant for Sustainable Transport Roadmap involves working under the direct supervision of a project officer to finalize the Sustainable Transport Roadmap for Bhutan. The consultant will be responsible for completing the existing draft of the roadmap, conducting a fact-finding mission to Bhutan, and collaborating closely with the Ministry of Infrastructure and Transport (MoIT) and other stakeholders. The consultant will also contribute to the development of a knowledge product related to the project and facilitate a workshop in Bhutan to present the findings, contingent on funding availability. This role is crucial for supporting Bhutan's transition to sustainable transport solutions and ensuring that the MoIT's requirements are fully addressed throughout the project.
Duties and Responsibilities: The consultant's duties and responsibilities include finalizing the Sustainable Transport Roadmap for Bhutan by completing the draft document and ensuring it meets the MoIT's requirements. The consultant will conduct a fact-finding mission to Bhutan to gather necessary information and insights. Additionally, the consultant will develop and disseminate a knowledge product that encapsulates the project's learnings. This includes organizing a workshop in Bhutan to present the findings and engage with stakeholders. The consultant will also be expected to collaborate and communicate effectively with various ministries, departments, authorities, private sector players, and other key organizations in Bhutan to ensure the successful implementation of the project.
Required Qualifications: The position requires a university degree in economics, business, engineering, international relations, or a related discipline. The consultant must have at least 3 years of experience in transport policy, low-carbon mobility, or sustainable urban transport. Demonstrated expertise in analyzing regulatory frameworks and writing policy reports related to transport policy making and decarbonization strategies is essential. The consultant should have a relevant network and experience collaborating with government stakeholders, international organizations, and the private sector. Familiarity with UN frameworks and experience working with the UN Secretariat is desirable but not mandatory.
Educational Background: Candidates must possess a university degree in a relevant field such as economics, business, engineering, or international relations.
