Job Overview:
The consultant will play a crucial role in enhancing the TrainForTrade Port Management Programme (PMP) and will be responsible for contributing to the preparation of specifications for the tender of the Paraguay – Parana waterway in Argentina. This position requires a deep understanding of maritime and port management, as well as legal frameworks related to these fields. The consultant will work closely with the Chief of Human Resources Development Section and the Coordinator of the Spanish Speaking Network of the Port Management Programme, ensuring that the research and recommendations provided align with the standards and methodologies of the TrainForTrade initiative. The consultant will also participate in evaluating final dissertations and provide constructive feedback to participants, ensuring that their submissions meet the required criteria.

Duties and Responsibilities:
The consultant's duties include sharing knowledge and expertise related to the subject matter selected by participants for their final dissertations in Argentina and Peru. They will ensure that the research contributes to improving the subject field and provide constructive feedback to participants attending the Port Management Course. Additionally, the consultant will participate as a jury member in final dissertation panels, evaluate submissions, and attend coordination meetings in Peru. For the technical assistance in Argentina, the consultant will identify aspects for analysis related to the international legal framework, assess risks associated with the tender, and make recommendations based on best practices. They will advise the Agencia Nacional de Puertos y Navegación (ANPYN) technical team during the preparation of project documents, attend preparatory meetings, and conduct necessary consultations related to legal matters. The consultant will also prepare reports to enhance understanding of proposed alternatives.

Required Qualifications:
An advanced university degree (Master's) in a subject related to law, maritime/port management, or transport management is required. The consultant must have at least 10 years of working experience in the law and maritime field, particularly with port management responsibilities. Experience in coordinating port-related activities and liaising with other ports in Latin America and the Caribbean is essential. Additionally, the consultant should have experience with human resources matters and delivering workshops and conferences on maritime issues. Familiarity with UNCTAD's Port Management Programme and its capacity-building methodology is desirable.

Educational Background:
The position requires an advanced university degree (Master's) in law, maritime/port management, management of transport, or a related field. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and practical skills to effectively contribute to the Port Management Programme and the tender preparation process.

Experience:
The consultant must have a minimum of 10 years of relevant working experience in the law and maritime field, specifically in port management. This experience should include responsibilities related to coordinating port activities and engaging with other ports in Latin America and the Caribbean. The consultant should also have a proven track record in handling legal matters related to ports and maritime issues, as well as experience in human resources and conducting workshops or conferences.

Languages:
Fluency in Spanish, both oral and written, is required for this position. This language proficiency is crucial for effective communication with participants and stakeholders involved in the Port Management Programme and the tender process. Knowledge of additional languages may be considered an asset but is not mandatory.
