Job Overview: As the Chief of Operations (COO), you will play a pivotal role in advancing the operational dialogue with country counterparts and contributing to the origination, programming, and monitoring efforts aligned with the IDB Group's priorities and the specific needs of the countries involved. This position requires strong leadership and operational experience, as you will be responsible for overseeing the effectiveness of the project investment portfolio in the country. Reporting directly to the Country Representative, you will lead the operations team in the Country Office, ensuring that project execution meets the targets defined in the Country Office’s business plan and strategy. Your role will involve significant interaction with various stakeholders, including country authorities and executing agencies, to ensure that the operational program is aligned with the Bank’s results framework and that capacity-building needs are identified and addressed effectively.
Duties and Responsibilities: Your responsibilities will include the preparation, execution, and supervision of operations and portfolio management. You will participate in formulating, implementing, and monitoring the Bank’s Country Strategy, advising on strategic and programming dialogue with country authorities. Leading portfolio reviews with borrowers and executing agencies will be a key aspect of your role, as will participating in internal portfolio reviews between Country and Sector Departments. You will oversee the performance and effectiveness of the operational program, ensuring alignment with the Bank’s results framework. Additionally, you will supervise technical and operational teams during project portfolio reviews, project start-ups, mid-term reviews, and evaluations, focusing on results measurement and objective achievement. Identifying capacity-building needs for Country Office staff and executing agencies will be essential for fostering a results-based management approach. You will also promote knowledge sharing on country regulations and procedures, guiding operational and institutional aspects, and providing feedback to the Representative and Management on strategic goals and operational challenges. Building and maintaining partnerships with country authorities and key actors in operational matters will be crucial, as will taking calculated risks to improve execution issues and results. Furthermore, you will provide technical guidance to junior staff, including Operations Analysts.
Required Qualifications: To qualify for this position, you must possess a Master’s degree (or equivalent) in Management, Business Administration, Economics, Engineering, or other relevant fields. A minimum of 6 years of relevant experience in project management and results-based management is required, along with a detailed understanding of IDB’s operational policies and procedures. Familiarity with public institutions management, budget cycles, and risk management will be advantageous. Advanced knowledge of one of the Bank’s sectors is also a plus. You must be a citizen of one of the 48-member countries, and you should not have any family members working at the IDB, IDB Invest, or IDB Lab.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in a relevant field such as Management, Business Administration, Economics, or Engineering. This advanced education is essential to equip you with the necessary skills and knowledge to fulfill the responsibilities of the Chief of Operations effectively.
Experience: The position requires a minimum of 6 years of relevant experience in project management and results-based management. This experience should include a comprehensive understanding of the IDB’s operational policies and procedures, as well as familiarity with public institutions management and risk management practices. Candidates with advanced knowledge in specific sectors of the Bank will have an advantage in the selection process.
Languages: Proficiency in English is mandatory for this position, and knowledge of one of the other official languages of the Bank (Spanish, French, or Portuguese) will be highly valued. This linguistic capability is crucial for effective communication and collaboration with diverse stakeholders across the region.
Additional Notes: The contract type for this position is an international staff contract, initially set for 36 months, with the possibility of renewal upon mutual agreement.
