Job Overview: The Crime Prevention and Criminal Justice Officer will play a crucial role in the management, coordination, and monitoring of the GLO.ACT initiative in South Asia. This initiative is part of the Global Programme 'UNODC Action Against Trafficking in Persons and the Smuggling of Migrants', which aims to enhance national and international responses to trafficking in persons and migrant smuggling. The incumbent will work closely with various stakeholders, including governments, NGOs, and international organizations, to develop and implement effective strategies and training programs. The position requires a strong commitment to capacity building for criminal justice actors and involves significant travel to partner countries in the region, including Bangladesh, Nepal, Maldives, Sri Lanka, and Bhutan. The officer will also be responsible for drafting reports, analyzing data, and contributing to the overall project implementation.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including:
Supporting the management and coordination of the GLO.ACT initiative, ensuring effective implementation of project activities.
Facilitating training and capacity-building assistance for criminal justice actors, including developing training materials and conducting training sessions.
Attending technical consultations with partner countries and contributing to discussions on measures against trafficking and smuggling.
Conducting consultations with national and regional counterparts and delivering capacity-building activities.
Preparing various written outputs, such as reports, policy proposals, and technical presentations.
Monitoring and analyzing project development, identifying issues, and proposing corrective actions.
Collaborating with field offices and guiding them on project implementation.
Promoting UNODC's work against human trafficking and migrant smuggling, ensuring adherence to international protocols.
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess in-depth knowledge and specialization in human trafficking and/or migrant smuggling, along with a solid understanding of crime prevention and criminal justice policies. Strong research and analytical skills are essential, as well as the ability to liaise with and train criminal justice officials. The role requires excellent communication skills, both written and verbal, and the ability to manage conflicting priorities effectively. A commitment to gender perspectives and the equal participation of women and men in all areas of work is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in law, social science, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible professional experience in crime prevention and criminal justice at both national and international levels is required. Experience dealing with trafficking in persons and smuggling of migrants is essential, as is experience in preparing policy and programmatic reports. Desirable experience includes international cooperation, liaising with governments in South Asia, and organizing events with donors and partners. Experience in managing EU-funded projects or similar international projects is also advantageous.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is desirable and may enhance a candidate's profile.
Additional Notes: This is a project post, and the filling of this position is subject to funding availability. The initial appointment will be for a period of one year, with the possibility of extension based on the availability of funds and the extension of the mandate.
