Job Overview:
The consultant will work under the supervision of the Chief of CEB and the Anti-corruption Adviser for Haiti, focusing on developing key deliverables that enhance Haiti's capacity to address corruption and economic crimes through a gender-sensitive lens. The role involves producing a manual on gender in anti-corruption investigations, creating training modules, and organizing workshops to disseminate knowledge and skills among stakeholders. The consultant will also gather feedback from participants to refine the training materials and ensure they are effective and ready for broader implementation. This position is crucial in promoting gender equality within the context of anti-corruption efforts, recognizing the unique challenges faced by different genders in relation to corruption, and ensuring that these challenges are addressed in policy and practice.

Duties and Responsibilities:
The consultant's primary responsibilities include:
  • Drafting a comprehensive Manual on Gender in Anti-Corruption Investigations that outlines best practices and guidelines for integrating gender considerations into anti-corruption work.
  • Developing practical training modules aimed at enhancing the skills of law enforcement, judiciary members, and financial analysts in conducting gender-sensitive investigations.
  • Organizing and facilitating two training workshops to roll out the training modules, ensuring that participants are equipped with the necessary knowledge and skills.
  • Collecting and incorporating feedback from training participants to revise and finalize the training modules and manual.
  • Identifying and inviting a group of experts with relevant experience in Haiti to provide insights and recommendations for improving the national framework on gender and anti-corruption.
  • Producing a comprehensive document with actionable recommendations based on inputs from trained practitioners and experts, aimed at strengthening Haiti's approach to gender and anti-corruption.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in law, social sciences, public administration, economics, or a closely related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of professional experience in anti-corruption investigations or related fields is required, with a strong understanding of gender issues. Excellent verbal and written communication skills, research capabilities, and experience in drafting analytical reports are essential. The ability to work independently with minimal supervision is also required. Familiarity with the United Nations Convention against Corruption and international gender standards is desirable.

Educational Background:
The position requires an advanced university degree (master’s degree or equivalent) in relevant fields such as law, social sciences, public administration, or economics. A first-level university degree in these areas, combined with additional qualifying experience, may also be acceptable. This educational background is crucial for understanding the complexities of gender and anti-corruption investigations.

Experience:
The consultant should have at least 10 years of professional experience, particularly in roles related to anti-corruption investigations, civil society organizations, or academia. This experience should include a deep understanding of gender issues, especially as they relate to corruption investigations. The candidate must demonstrate a proven track record of working independently and effectively in similar contexts.

Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another United Nations official language or Creole is considered an advantage, enhancing the consultant's ability to communicate effectively with diverse stakeholders.
