Job Overview:
The HR/Admin Officer position is crucial for implementing the HR and administrative functions at the NRC's Mazar Area Office in Afghanistan. The officer will be responsible for ensuring adherence to NRC policies and procedures while focusing on human resources and administrative tasks. This role involves advising and guiding managers on HR-related issues, facilitating recruitment processes, and maintaining personnel records. The HR/Admin Officer will also be tasked with developing and implementing holistic programs, including cash-based interventions, and ensuring that all HR documentation is completed accurately and confidentially. The position is specifically open to female candidates from Afghanistan, reflecting NRC's commitment to gender equality and empowerment in the workplace.

Duties and Responsibilities:
The HR/Admin Officer will have a wide range of duties and responsibilities, including but not limited to: facilitating recruitment processes by checking job descriptions, sending new hire forms for approval, and arranging tests and interviews; assisting the HR and Admin Coordinator in announcing approved positions; reviewing and providing feedback on shortlisting; chairing interviews and written tests when assigned; ensuring that all HR documentation is completed and filed correctly; maintaining confidentiality of personnel records; managing the HRMIS to ensure accurate payroll and reporting; assisting in the filing and archiving of personnel files; managing assets such as office furniture and equipment; and ensuring timely provision of office space and accommodation for incoming staff. The officer will also be responsible for promoting cash-based interventions and ensuring their implementation across NRC's core competencies.

Required Qualifications:
Candidates must possess a university degree in Business Administration, Economics, or a related field. A minimum of 2 years of experience in Human Resources Management, preferably with international humanitarian and development organizations, is required. Candidates should demonstrate strong communication skills, the ability to work under pressure, and the capacity to multi-task effectively. Knowledge of HR practices, cash-based interventions, and market-based programs is essential, along with good IT skills and organizational abilities.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Business Administration or Economics. This educational foundation is critical for understanding the complexities of human resources management and administrative functions within a humanitarian context.

Experience:
The position requires a minimum of 2 years of relevant experience in Human Resources Management. Experience working with international humanitarian organizations is preferred, as it provides valuable insights into the unique challenges and requirements of HR in such settings. Candidates should have a proven track record of managing recruitment processes, maintaining personnel records, and implementing HR policies effectively.

Languages:
Fluency in English is mandatory, along with proficiency in local languages, specifically Pashto and Dari. These language skills are essential for effective communication within the organization and with the local community, ensuring that HR processes are conducted smoothly and inclusively.

This position is a national role specifically for female candidates from Afghanistan. The contract duration and seniority level are not specified, but the role is expected to be full-time. NRC offers a competitive monthly salary based on its Afghanistan Salary Scale, along with medical coverage for staff and up to four dependents.
