Job Overview:
The Budget Associate will report primarily to the Resource Mobilization and Donor Relations Specialist and secondarily to the Chief of PME. The role focuses on grant management, financial reporting, and analysis. The associate will be responsible for ensuring timely and high-quality responses to requests from the European Union and ECHO contributions, acting as the financial and reporting focal person. Additionally, the associate will support the Programme Budget Officer in administrative functions and monitoring the implementation of the country programme budget. The position requires collaboration with program colleagues to monitor budget implementation and utilization, contributing to the drafting and quality review of budgets for proposals and project documents.

Duties and Responsibilities:
The Budget Associate will support reporting and resource mobilization by drafting, preparing, and reviewing budgets for proposals and project documents. They will monitor budget implementation and utilization, prepare financial reports, and conduct budget analysis. The associate will maintain budget files and records, research and synthesize data for financial reports, and produce updates on funding gaps. They will also assist in monitoring budget and financial implementation of programs, ensuring compliance with UNICEF rules, and preparing recurring reports for audits. The associate will support the Programme Budget Officer in day-to-day transactions and act as Officer in Charge during their absence.

Required Qualifications:
Candidates must have a minimum of six years of administrative or clerical work experience, with specific experience in budget management, contribution management, or grant management. Attention to detail, the ability to interpret financial data, and strong communication skills are essential. Candidates should demonstrate organizational and planning abilities, a high sense of confidentiality, and good judgment. Knowledge of UN/UNICEF corporate governance and organizational structure is required, along with the ability to work effectively with diverse cultural backgrounds.

Educational Background:
Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. A bachelor's degree in business administration, management, accounting, finance, or related areas may substitute for three years of relevant work experience, while a master's degree may replace two years of experience.

Experience:
The position requires a minimum of six years of relevant work experience, particularly in administrative roles related to budget and grant management. Experience in supporting EU/ECHO funded projects is considered an asset, as is familiarity with UNICEF’s financial systems and programme budgeting processes.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered an asset. Candidates with additional language skills may have an advantage in the selection process.
