Job Overview:
The consultant will be responsible for evaluating UNFPA ASRO's CSE programming across the Arab region, focusing on in-school, out-of-school, and digital initiatives from 2021 to 202
  • The evaluation aims to assess the relevance, coherence, effectiveness, efficiency, and sustainability of these programs while providing actionable recommendations for future programming. The consultant will work closely with the Youth team and will be supervised by the Youth Advisor, collaborating with the Monitoring and Evaluation unit and gender and reproductive health units. The evaluation will involve a comprehensive literature review, stakeholder interviews, and data collection to inform the findings and recommendations.

Duties and Responsibilities:
The consultant's duties will include conducting a literature review of current CSE initiatives, evaluating the UNFPA ASRO CSE theory of change, identifying successful practices and challenges in CSE programming, assessing the relevance and coherence of the CSE program with national strategies, and providing recommendations for improvement. The consultant will also be responsible for drafting an inception report, a draft evaluation report, and a final evaluation report, ensuring that the deliverables are completed within the specified timelines. Additionally, the consultant will facilitate virtual meetings and workshops to validate findings and recommendations with stakeholders.

Required Qualifications:
Candidates must possess a postgraduate degree in medical sciences, public health, education sciences, or related social sciences fields. A minimum of two years of relevant professional experience in these areas is required, along with previous experience in conducting evaluations of projects or programs. Familiarity with UN or INGO work on sexual and reproductive health, adolescent sexual and reproductive health, or youth issues is preferred. Experience focusing on CSE aspects is considered an asset, as are excellent analytical and writing skills.

Educational Background:
A postgraduate degree in a relevant field such as medical sciences, public health, education sciences, or social sciences is required for this position. This educational background should provide the necessary knowledge and skills to effectively evaluate CSE programs and contribute to the development of actionable recommendations.

Experience:
The position requires a minimum of two years of relevant professional experience in fields related to medical, social sciences, or education. Candidates should have prior experience conducting evaluations of projects or programs, particularly in the context of sexual and reproductive health or youth programming. Experience working with UN agencies or international non-governmental organizations (INGOs) is highly desirable, especially if it involves CSE.

Languages:
A very good command of English and Arabic, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of evaluation reports and other deliverables.

The consultancy will be conducted remotely, allowing for flexibility in work arrangements. The evaluation process will include a comprehensive desk review, key informant interviews, focus group discussions, and virtual surveys. The consultant will ensure ethical considerations are adhered to throughout the evaluation process.
