Job Overview: The Head of Resource Management will play a crucial role in overseeing the financial, human resources, and administrative functions of the Saudi Arabia Country Office and its Sub-Offices. This position requires close coordination with the Chief of Mission and the Senior Regional Resources Management Officer in Cairo, as well as collaboration with various departments at Headquarters and Administrative Centres. The successful candidate will be responsible for managing the budgetary and financial operations, ensuring compliance with donor agreements, and facilitating effective financial management practices. The role also involves supporting the preparation of budgets for new projects, maintaining internal controls, and managing human resources functions, including recruitment and personnel administration. The Head of Resource Management will be expected to participate in UN meetings and contribute to the overall efficiency and effectiveness of the Country Office's operations.
Duties and Responsibilities:
Supervise and manage the budgetary, financial, human resources, and administrative functions of the Saudi Arabia Country Office and Sub-Offices.
Monitor and oversee financial management for all activities, reviewing financial expenditures and ensuring accountability.
Facilitate treasury management by forecasting cash flows and managing funds disbursed in accordance with donor agreements.
Prepare financial reviews of projects, overseeing budget control processes and analyzing variances between budget and actual expenditures.
Assist in annual budget preparation and support the development of budgets for new projects and programs.
Maintain and strengthen internal controls to safeguard the Organization’s assets and prevent fraud.
Review payroll versus budgets, ensuring correct salary allocations to projects.
Draft project and donor financial reports in compliance with IOM regulations.
Recommend improvements to existing systems and procedures to enhance internal monitoring and control. 1
Manage human resources functions, applying HR policies and resolving sensitive cases in consultation with the COM and SRRMO. 1
Participate in UN meetings and perform other duties as assigned.
Required Qualifications:
Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution with two years of relevant professional experience; or a University degree in the same fields with four years of relevant experience.
Professional certification as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Experience in financial administration, including management, accounting, and budgeting.
Experience in human resources, procurement, and logistics.
Educational Background: Candidates must possess either a Master’s degree in relevant fields such as Finance, Accounting, Business Administration, or Management, or a University degree in the same areas, with the requisite years of professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Experience should encompass all areas of financial administration, including financial management, accounting, and budgeting, as well as human resources, procurement, and logistics. Familiarity with Enterprise Resource Planning systems is essential, and experience in emergency operations, monitoring, evaluation, or audit is considered advantageous.
Languages: Fluency in English is mandatory for this position, both oral and written. A working knowledge of Arabic and/or another official UN language (such as Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a one-year fixed-term contract with the possibility of extension. It is classified at the P-2 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments.
