Job Overview:
The Consultant will be responsible for delivering comprehensive training sessions on the newly adopted Law on Public Property, which aims to unify various types of property ownership into a coherent public property framework. This role is crucial in enhancing the capacity of government officials, municipal representatives, and judges/prosecutors to effectively apply and enforce the law. The training will focus on practical applications, ensuring that participants are well-equipped to navigate the complexities of property rights in Kosovo. The Consultant will develop training materials, including PowerPoint presentations and case studies, and will engage participants through interactive discussions to facilitate a deeper understanding of the law's implications.

Duties and Responsibilities:
  • Develop training materials, including a PowerPoint presentation and handouts for case studies, to be submitted to the project activity manager.
  • Deliver five one-day training sessions on the Law on Public Property to approximately 75 participants, including government officials, municipal representatives, and judges/prosecutors.
  • Prepare and submit a post-training report summarizing the outcomes of the training sessions, key discussions, and recommendations for future capacity-building initiatives.
  • Ensure that the training sessions are interactive and provide practical examples to enhance participant engagement.
  • Analyze the Law on Public Property and complement the analysis with relevant case studies to facilitate understanding.

Required Qualifications:
  • PhD in Civil Law.
  • Minimum of 10 years of professional experience in the field of property rights.
  • In-depth knowledge of the Kosovo legal framework regarding property rights.
  • Proven experience in delivering training and capacity-building activities.
  • Excellent presentation and facilitation skills.
  • Strong report-writing abilities.
  • Excellent knowledge of English, including strong communication and drafting skills.
  • Professional fluency in Albanian or Serbian, both oral and written.
  • Digital literacy and proficient use of Microsoft Office applications (Outlook, Word, Excel, and PowerPoint).

Educational Background:
A Doctorate Degree in Civil Law is required for this position, reflecting the advanced level of expertise needed to understand and teach the complexities of property rights legislation in Kosovo. This educational background ensures that the Consultant possesses the necessary theoretical and practical knowledge to effectively engage with participants and deliver high-quality training.

Experience:
The position requires a minimum of 10 years of professional experience specifically in the field of property rights. This extensive experience is essential for the Consultant to provide valuable insights and practical examples during the training sessions. The candidate should have a proven track record of working with legal frameworks and engaging with governmental and judicial institutions, demonstrating their ability to navigate the complexities of property law in Kosovo.

Languages:
Fluency in English is mandatory, with excellent communication and drafting skills required for effective training delivery and report writing. Additionally, professional fluency in either Albanian or Serbian is essential, as the training will involve participants who may primarily speak these languages. This bilingual capability will facilitate better engagement and understanding during the training sessions.

The Consultant will be hired under a Special Service Agreement (SSA) for a duration of 8 working days, with the training sessions scheduled to take place from June 2 to June 12, 202
