Job Overview:
The Head of the Economic and Environmental Affairs Department (H/EED) will play a crucial role in managing the department's activities, which are aligned with the OSCE's broader objectives. This position requires a strategic thinker with a strong background in economic development and environmental issues. The incumbent will be responsible for coordinating the office's economic and environmental activities, ensuring compliance with OSCE standards, and managing the department's budget. The role also involves supervising staff, engaging with stakeholders, and producing analytical reports to inform decision-making. The successful candidate will need to demonstrate strong leadership skills, the ability to work under pressure, and a commitment to fostering collaboration among diverse teams.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including: coordinating the office's economic and environmental activities in line with the Programme Office's mandate; supervising the preparation, implementation, and evaluation of the department's budget; managing the Economic and Environmental Programme's activities, including development, implementation, monitoring, and evaluation; overseeing the development and evaluation of EED projects; analyzing economic and environmental issues and drafting concise reports and presentations; identifying and maintaining communication with local and international stakeholders; coordinating with the OSCE Secretariat's Office of the Co-ordinator of Economic and Environmental Affairs; assisting in organizing regional events and seminars; and supervising a team of staff members, ensuring effective performance and collaboration.

Required Qualifications:
Candidates must possess a second-level university degree in economics, regional planning and development, environmental studies, or related fields. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have a minimum of six years of relevant professional experience, including at least three years in a management role. Proven management and supervisory experience, strong leadership skills, and a background in project development and management are essential. Candidates should also demonstrate excellent communication, interpersonal, and analytical skills.

Educational Background:
The educational requirements for this position include a second-level university degree in relevant fields such as economics, regional planning and development, or environmental studies. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. The role demands a strong academic background to effectively address the complexities of economic and environmental governance.

Experience:
Candidates are expected to have a minimum of six years of progressively responsible professional experience, with at least three years at a management level relevant to the position. Experience in economic development, good governance, and environmental sectors is crucial. Familiarity with developing or transitional economies is also preferred, as is experience in analytical reporting and project management.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of Russian or Tajik languages is desirable. Candidates should possess strong drafting skills and the ability to produce concise and informative reports and presentations. Knowledge of multiple languages will enhance communication with diverse stakeholders.

Additional Notes:
This position is classified as a middle management role within the OSCE and is offered on a fixed-term basis. The contract type is international secondment, and the position is full-time.
