Job Overview:
The Cash-Based Transfers (CBT) Officer will play a crucial role in supporting the planning and management of cash-based assistance programs within the WFP framework. This position involves collaborating with various stakeholders, including Heads of Programme and Area Offices, to ensure high-quality beneficiary registrations and timely distribution of assistance. The officer will provide technical support to enhance operational controls and ensure compliance with the Corporate Assurance Framework. The role requires monitoring active intervention enrollments, identifying anomalies, and implementing process improvements to enhance efficiency in registration and distribution. The CBT Officer will also be responsible for preparing comprehensive reports and ensuring accurate data recording, which is vital for effective stakeholder communication and decision-making. This position is integral to the successful delivery of humanitarian assistance and requires a proactive approach to problem-solving and operational efficiency.

Duties and Responsibilities:
  • Collaborate with Heads of Programme to support planning and management of transfers, ensuring high-quality beneficiary registrations in SCOPE and timely distribution of assistance.
  • Provide technical support to Area Office CBT/IDM Assistants to strengthen operational controls in line with the Corporate Assurance Framework.
  • Support Area Offices and Activity Managers in creating Interventions and Cycles in SCOPE, ensuring timely allocation of funds.
  • Monitor all active intervention enrollments in SCOPE and flag potential duplicate records or anomalies.
  • Provide technical and coordination support to the Head of Delivery to ensure clear understanding of roles in the Somalia CBT business process model.
  • Collaborate with stakeholders to identify and implement process improvements that enhance efficiency in registration, enrolment, and distribution.
  • Ensure accurate recording and validation of distribution data and prepare comprehensive reports.
  • Review the use of POCBs and FRNs, coordinate reconciliation of transfers, and submit reports for review.
  • Identify opportunities to streamline processes and reduce delays in registration and distribution. 1
  • Prepare and submit Payment Advice Files for processing and follow up on transfer reports. 1
  • Contribute to the generation of accurate transfer reports and assist in compiling monthly statistics and datasets.

Required Qualifications:
  • Advanced University Degree in economics, agriculture, statistics, international affairs, business administration, social sciences, development studies, or a relevant field OR first University Degree with additional years of relevant work experience.
  • At least one (1) year of relevant experience with an Advanced University Degree OR a minimum of three (3) years of experience with a first University Degree in public sector management, development projects, emergency assistance, or operational aspects of food aid or commercial transactions.
  • Knowledge and experience in cash-based interventions is required, with experience in Somalia being highly desirable.
  • Proven professional experience in related fields with the ability to work independently on technical matters with minimal supervision.
  • Exceptional skills in Excel, Tableau, and data analytics are desirable, along with proficiency in standard WFP software packages and systems.

Educational Background:
Candidates must possess an Advanced University Degree in relevant fields such as economics, agriculture, statistics, international affairs, business administration, social sciences, or development studies. Alternatively, a first University Degree with additional relevant work experience and/or training may be acceptable. This educational background is essential to ensure that candidates have the necessary analytical and operational skills required for the role.

Experience:
The position requires at least one year of relevant experience for candidates with an Advanced University Degree. For those with a first University Degree, a minimum of three years of experience in public sector management, development projects, emergency assistance, or operational aspects of food aid or commercial transactions is necessary. Experience in cash-based interventions and familiarity with the operational context in Somalia are highly desirable, as they will enable the officer to navigate the complexities of the humanitarian landscape effectively.

Languages:
Fluent knowledge (proficiency/level C) of English and Somali is mandatory. This linguistic proficiency is crucial for effective communication with stakeholders, beneficiaries, and team members. Additional language skills may be considered an asset but are not mandatory for this position.
