Job Overview:
The American Red Cross is seeking a Deputy Division Director for the Latin America and Caribbean (LAC) region. This role is pivotal in supporting the Global Division Director by overseeing program planning, management, and compliance, allowing the Division Director to concentrate on strategic initiatives, partnerships, and personnel management. The Deputy Division Director will report directly to the Division Director and will maintain a collaborative relationship with headquarters leadership to ensure that standards are developed and applied according to international best practices and the specific needs and capacities of the division. This position also entails temporarily assuming the Division Director's responsibilities during their absence. The Deputy Division Director will play a crucial role in the design and implementation of high-quality programs that are relevant, effective, and efficient, ensuring alignment with the strategic direction of the AmRC International Services Department (ISD).

Duties and Responsibilities:
The Deputy Division Director will be responsible for various duties, including employee and volunteer management, where they will make personnel decisions for division technical advisors and volunteer partners, including hiring, goal setting, performance management, and retention. They will collaborate with the Division Director and National Headquarters to ensure compliance with corporate policies and donor requirements. The role involves efficient management of division resources, developing project plans and budgets, leading monthly operations reviews, and ensuring that country grants remain on time and within scope. The Deputy Division Director will support capacity building for National Society service delivery and lead staff learning and development initiatives. They will also foster collaboration among Country Teams and support portfolio growth by working with the NHQ Resource Mobilization team to manage donor relationships and develop proposals. Additionally, they will perform other duties as assigned and actively work towards achieving the Federation Secretariat’s goals while adhering to Red Cross principles.

Required Qualifications:
Candidates must possess a 4-year college degree in a relevant field such as international development, humanitarian aid, or international relations, with a Master’s degree preferred. Certification in Project Management is also preferred. The position requires at least seven years of experience in non-profit management, including overseas experience with the Red Cross, UN, or INGOs. Candidates should have a minimum of three years of experience in people management, including volunteer management, and a proven track record in planning, program design, proposal development, and grant management. Flexibility, adaptability, and a results-oriented mindset are essential, along with significant supervisory experience and familiarity with U.S. Government awards and compliance requirements.

Educational Background:
A 4-year college degree in a relevant field such as international development, humanitarian aid, or international relations is required. A Master’s degree is preferred, along with certification in Project Management, which would enhance the candidate's qualifications for this role.

Experience:
The position requires at least seven years of experience in non-profit management, with a strong emphasis on overseas work with organizations such as the Red Cross, UN, or INGOs. Candidates should have at least three years of experience in managing people, including volunteers, and a proven track record in successful planning, program design, proposal development, and grant management. Experience in administrative, procurement, strategic, programmatic, and financial planning and execution is also necessary, along with significant supervisory experience and prior experience in developing successful U.S. Government awards.

Languages:
Fluency in English and Spanish, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the diverse teams and stakeholders involved in the role.

Additional Notes:
The selected candidate will be hired through a national contract under the labor law of Panama City, Panama.
