Job Overview:
The Finance and Human Resources Coordinator will play a crucial role in supporting the field teams in deploying emergency responses in Darfur, Sudan. This position is vital for ensuring that financial and human resources management align with HI's policies and local regulations. The coordinator will advise managers on HR processes and oversee financial management, ensuring the smooth operation of the mission. The role requires a proactive approach to support the local implementing partner in financial and HR aspects, contributing to the scaling up of HI's response in the region. The coordinator will be responsible for managing the mission's accountancy and cash flow, ensuring compliance with local legal frameworks, and facilitating the recruitment and management of personnel in the Darfur area.

Duties and Responsibilities:
The primary responsibilities of the Finance and Human Resources Coordinator include:
  • Ensuring accurate accountancy and effective cash flow management for the mission.
  • Managing budgets and donor funding contracts to ensure financial sustainability.
  • Implementing HR processes, including recruitment, remuneration, social and healthcare coverage, evaluation, and training, while ensuring compliance with local laws.
  • Overseeing the administration of international and national personnel at the Darfur area level.
  • Providing line management for the Finance HR Officer.
  • Collaborating with the Sudan Program HR-Finance Manager, HQ HR Specialist, and Emergency Unit to organize and coordinate the recruitment of the program team.
  • Supporting the scaling up of the program in Darfur through effective emergency preparedness and response strategies.

Required Qualifications:
Candidates must possess proven experience of at least 5 years in a coordination position focused on Finance and HR. They should have experience in team management and capacity building, demonstrating a strong understanding of planning, purchasing, procurement, recruitment, budgeting, and donor reporting. The ability to work under high pressure is essential, along with full professional proficiency in English. Knowledge of French or Arabic is considered an asset, enhancing communication capabilities in the region.

Educational Background:

  • The role is classified as an international contract, which includes social coverage tailored to the individual's situation. Benefits include unemployment insurance for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, repatriation insurance paid by HI, and a gross monthly salary starting at 2757€, depending on experience. Additionally, a net monthly per diem of 858€ is provided while in the field, along with a hardship allowance of 500€ net/month included in the salary. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with possible transport/package support. The position is unaccompanied, and housing will be collectively provided by HI.
