Job Overview:
The Emergency Coordinator will manage and provide technical oversight for the development and implementation of the DRC Country Program’s emergency response and recovery programming. This role is crucial in ensuring that effective systems and processes are in place to support high-quality programming that aligns with CRS’s mission of serving the poor and vulnerable. The coordinator will leverage their knowledge and skills in emergency programming and management to ensure the delivery of impactful emergency programming that adheres to best practices. Additionally, the coordinator will be responsible for mobilizing resources and coordinating with the Caritas Network to enhance visibility and diversify CRS’s offerings, ultimately increasing the population served. It is important to note that this position is contingent on donor funding, which may affect the start and end dates of employment.

Duties and Responsibilities:
The Emergency Coordinator will work closely with the CP Senior Management Team and Emergency Technical Advisors to manage the planning, strategy, and implementation of all emergency response and recovery activities. This includes ensuring compliance with CRS quality standards, donor requirements, and national and international standards. The coordinator will oversee program components to ensure they are integrated with ongoing CP programming while prioritizing staff safety and security" style="border-bottom: 1px dotted #007bff !important;">security. Key responsibilities include managing talent and supervising staff, promoting MEAL (Monitoring, Evaluation, Accountability, and Learning) practices, leading program/project reviews, representing the organization in coordination meetings, and maintaining relationships with consortium partners. The coordinator will also serve as the technical lead for emergency proposals, manage budgeting and staffing plans, identify capacity-building needs, and ensure timely project expenditures.

Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, or a relevant field. A minimum of 5 years of field-based work experience in program/project management with an international NGO is required, including at least 2-3 years in emergency response programming. Strong knowledge of emergency guidelines and standards is essential. Candidates should demonstrate strong strategic, analytical, and problem-solving skills, as well as the ability to make sound judgments and decisions with limited information. Excellent representation and relationship management abilities are also necessary, along with the capacity to work effectively in a fast-paced environment.

Educational Background:
The position requires a Master's Degree in International Development, International Relations, or a related field. This educational background is crucial for understanding the complexities of emergency response and recovery programming, as well as the broader context of international development work.

Experience:
The ideal candidate should have a minimum of 5 years of field-based work experience in a program/project management role within an international NGO. This experience should include at least 2-3 years specifically focused on emergency response programming, demonstrating a solid understanding of the challenges and best practices in this area.

Languages:
Fluency in both French and English is mandatory for this position. Proficiency in these languages is essential for effective communication with diverse stakeholders, including local communities, donors, and international partners.
