Job Overview:
The Junior Projects Support Officer will play a crucial role in supporting the effective management of UNRWA's project portfolio. This position requires a strategic and analytical mindset, as well as strong stakeholder engagement skills. The officer will be responsible for applying project and portfolio management methods to align the Agency’s projects with its overall goals. This includes supporting project teams to manage projects effectively, ensuring timely delivery of results, and overseeing the Agency’s projects by reviewing and balancing the portfolio. The officer will also assist in rolling out the UNRWA Project Procedures Manual (PPM) and analyze project data to track performance, identify trends, and suggest improvements. The role involves preparing reports on project progress, improving project tracking and reporting tools, and supporting the maintenance of the Agency’s project governance systems. Additionally, the officer will help build a strong project management culture by organizing training and applying best practices and lessons learned, while working closely with colleagues from various offices.

Duties and Responsibilities:
The Junior Projects Support Officer will have a comprehensive set of responsibilities, including:
  • Supporting the rollout of the Project Procedures Manual (PPM) for Phases 1 and
  • Assisting in the launch and follow-up of the revised Project Monitoring and Reporting System.
  • Managing the rollout of the Project Transparency Portal.
  • Overseeing enhancements to the Department of Planning’s project tracking and visualization tools.
  • Coordinating the launch of the Grants Document Library.
  • Ensuring modifications in REACH to track project contributions to Strategic Objectives (SO) and Sustainable Development Goals (SDGs).
  • Analyzing project data to track performance and suggest improvements.
  • Preparing reports on project progress and flagging major issues.
  • Improving project tracking and reporting tools to support decision-making. 1
  • Supporting the maintenance and improvement of project governance systems. 1
  • Organizing training and updating standards to build a strong project management culture. 1
  • Carrying out other tasks as needed.

Required Qualifications:
Candidates must possess an advanced university degree from an accredited institution in management, international development, business administration, or a related field. Alternatively, an initial degree (bachelor or equivalent) plus two additional years of relevant experience may be accepted in lieu of a post-graduate degree. Certification in project management, such as PRINCE2 or PMP, is highly desirable. Candidates should also have strong written and verbal communication skills in English, with Arabic being an asset, and proficiency in Microsoft Office applications.

Educational Background:
The educational background required for this position includes an advanced university degree in management, international development, business administration, or a related field. Candidates with a bachelor's degree and two additional years of relevant experience may also be considered. Certification in project management methodologies is highly desirable, indicating a strong foundation in project management principles and practices.

Experience:
The position requires at least two years of relevant project management experience within the United Nations, international organizations, or international non-governmental organizations (INGOs). Candidates should demonstrate experience in project, programme, and portfolio management methodologies and practices. Additionally, a minimum of two years of relevant international experience outside UNRWA and outside the candidate's country of citizenship is required.

Languages:
Strong written and verbal communication skills in English are mandatory, while proficiency in Arabic is considered an asset. Candidates should also possess excellent facilitation, presentation, and interpersonal skills, enabling them to engage diverse audiences effectively.

Additional Notes:
The Projects Support Officer will be employed full-time for an initial period of six months, with the possibility of extension based on needs, performance, and availability of funds. The duty station for this position will be UNRWA Headquarters in Amman, Jordan. The remuneration will follow the UN international salary scale, with a P2-level salary of approximately USD 70,000 (all-inclusive).
