Job Overview:
The Controller position at Pact is a critical leadership role that oversees the day-to-day finance operations of the organization. Reporting directly to the Chief Financial Officer (CFO), the Controller is responsible for supervising a team of four finance and accounting professionals based in Washington, DC, while also collaborating with finance and accounting staff across various global locations. The primary functions of this role include ensuring compliance with U.S. Government regulations, Pact's global accounting policies, and donor requirements. The Controller will lead the global accounting operations, manage financial policies and procedures, oversee accounts payable and receivable, handle external reporting, and manage audits and global treasury functions. This position requires exceptional leadership skills and the ability to provide hands-on technical mentorship to the finance team, ensuring that all financial operations are conducted with integrity and excellence to support Pact's mission.

Duties and Responsibilities:
The Controller will be responsible for a wide range of duties, including but not limited to: providing financial expertise and leadership across the organization; leading annual global audits and ensuring compliance with USG rules and regulations; compiling data for external filings such as IRS Forms 990 and 5500; ensuring timely and accurate accounting and reconciliation in accordance with US GAAP and IFRS; developing and implementing accounting policies and procedures; ensuring adequate internal controls and identifying process improvements; supporting presentations to the board; coordinating with IT on accounting systems; overseeing accounts receivable and payable processes; managing global payroll and time reporting; preparing monthly financial statements; overseeing global cash management; supervising country office financial management; reporting on compliance and risk activities; assisting with financial activities related to field office start-ups and closures; and participating in organizational projects as needed.

Required Qualifications:
Candidates must possess a Master’s degree and at least 12 years of relevant experience, or an equivalent combination of education and experience, which includes a minimum of 7 years in a management role. A Certified Public Accountant (CPA) designation and an MBA are required. Candidates should have expert knowledge of GAAP and US federal financial regulations, as well as familiarity with OMB Uniform Guidance (UG) 2 CFR Part 20
  • Experience in a global non-profit organization that implements complex USG grants and contracts is essential. Additionally, candidates should demonstrate knowledge of automated financial, accounting, reporting, and payroll processing systems, with a preference for experience with Microsoft Dynamics NAV and ADP. Proficiency in MS Office, particularly with Pivot Tables and Macros, is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in finance, accounting, business administration, or a related field. The candidate must also hold a Certified Public Accountant (CPA) certification, which is essential for the role.

Experience:
The ideal candidate should have a minimum of 12 years of relevant experience in finance and accounting, with at least 7 years in a management capacity. Experience in a global non-profit organization that deals with complex USG grants and contracts is highly desirable. Proven working experience as a Controller in international organizations is preferred, as it demonstrates the ability to navigate the complexities of global financial operations.

Languages:
