Job Overview: The Consultant for Monitoring and Evaluation will play a crucial role in the IOM's project aimed at supporting safe and orderly migration from Uzbekistan to designated countries. This position involves developing a comprehensive monitoring and evaluation (M&E) framework that will track the progress of various project activities. The consultant will be responsible for establishing a reporting system that provides regular updates on M&E findings, identifying areas for improvement, and addressing challenges faced during project implementation. The role requires conducting field visits and surveys to monitor ongoing activities, ensuring that they meet quality standards. The consultant will also facilitate data analysis and reporting on project outcomes, ensuring that results are communicated effectively to stakeholders. Additionally, the consultant will develop criteria for evaluating sustainable business proposals and monitor the implementation of selected projects, assessing their feasibility and long-term impact. The position also involves tracking the effectiveness of English language learning programs for seasonal workers and returned migrants, ensuring that these programs meet the needs of the target group. The consultant will maintain an M&E database for systematic data storage and visualization, contribute to progress and final reports, and identify lessons learned and best practices throughout the project.
Duties and Responsibilities:
Develop a comprehensive M&E framework outlining indicators, tools, and methodologies for tracking project progress across all activities.
Establish a reporting system for regular updates on M&E findings, identifying areas for improvement and challenges faced.
Conduct field visits and surveys to monitor ongoing implementation of activities and assess their quality.
Facilitate data analysis and reporting on project outcomes, ensuring clear communication of results.
Develop criteria for evaluating business proposals for sustainable projects, ensuring alignment with sustainability and impact goals.
Monitor implementation and outcomes of selected sustainable business projects, assessing feasibility, long-term impact, and economic results.
Track progress and effectiveness of English language learning programs for SWS participants and returned migrants.
Develop assessment tools to measure improvements in language skills throughout English language courses.
Maintain an M&E database for systematic storage, updating, and visualization of project data. 1
Contribute data-driven content to progress and final reports. 1

Monitor risks or unintended consequences during implementation and provide recommendations for mitigation. 1

Required Qualifications:
Bachelor’s or higher degree in Sociology, Anthropology, Economics, Data Science, Development Studies, Migration Studies, or a related field from a recognized institute.
At least 3 years of relevant professional experience in monitoring and evaluation, preferably in migration, reintegration, or financial inclusion.
Experience working with migrant populations, including returnees, and understanding their reintegration needs.
Extensive knowledge of the labour migration context in Uzbekistan, including policy frameworks and institutional stakeholders.
Strong skills in data collection, verification, analysis, and reporting using quantitative and qualitative methods.
Demonstrated ability to develop and maintain M&E databases or dashboards and ensure data quality assurance.
Prior involvement in evaluating business proposals, income-generating activities, or skills development programs is an asset.
Excellent interpersonal and communication skills to liaise with diverse stakeholders, including government, donors, and project beneficiaries.
Proficiency in writing clear and concise reports and presenting M&E results to both technical and non-technical audiences.
Educational Background: The position requires a Bachelor’s degree or higher in relevant fields such as Sociology, Anthropology, Economics, Data Science, Development Studies, Migration Studies, or related disciplines from a recognized educational institution. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the monitoring and evaluation of migration-related projects.
Experience: Candidates must have a minimum of 3 years of relevant professional experience in monitoring and evaluation, with a preference for experience in migration, reintegration, or financial inclusion sectors. This experience should include working with migrant populations, particularly returnees, and a solid understanding of their reintegration needs. The consultant should also have extensive knowledge of the labour migration context in Uzbekistan, including relevant policy frameworks and institutional stakeholders. Strong skills in data collection, verification, analysis, and reporting are crucial, along with demonstrated ability to develop and maintain M&E databases or dashboards.
Languages: Fluency in spoken and written Uzbek and English is required for this position. Knowledge of Russian is preferred, as it may facilitate communication with a broader range of stakeholders. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.
Additional Notes: The position may require travel as part of the consultant's responsibilities. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents or illnesses. Consultants are responsible for their own medical insurance for non-occupational incidents and must provide written proof of such coverage before commencing work.
